shall be open prior to the issuance of the certificate of occupancy for
the first home. Prior to the issuance of a certificate of occupancy for
the fiftieth home or within thirty days of completion of the
Stormwater Facility, whichever is later, the southern access shall be
paved per City standards through the Canal and Launch Property
and connect to Laramie Drive.”
