CNG Fueling Stations for
Public Transit Agencies

Project Delivery
• PennDOT has a turn-key solution which includes:
– Design and construction of fueling stations and
necessary facility upgrades
– Upfront private-sector investment
– Ongoing operation and maintenance responsibility for
fueling stations
Selected Development Entity
• Trillium CNG – Salt Lake City, UT
– Larson Design Group - Williamsport, PA
Contractual Arrangement
• Trillium CNG will:
– Make necessary utility upgrades
– Compress the gas and make it available for fueling both
for transit and third parties.
– Operate and maintain the stations for 20 years
– Be compensated for capital and operational costs
– Be subject to liquidated damages for failure to perform
– Provide royalty payments to PennDOT based on volume
of third party sales

Transit Agency Agreement
• Agreement addresses the rights and
responsibilities of each Transit Agency
• Transit Agencies will execute this agreement with
PennDOT
• Jill Nagy, Summers Nagy Law Offices, is in the
process of reviewing the agreement
• Transit Agencies should expect this document
within a few weeks
Environmental Liability Acknowledgement
• Schedule 4 of Public-Private Agreement (PPA)
• Shall be executed by transit agencies prior to
commercial close in June 2016
• PPA states:
– The Development Entity shall remediate any disclosed
hazardous materials at each site
– Transit Agency will be responsible for remediation of
undisclosed hazardous materials encountered during
construction work on their site; PennDOT will fund the
remediation efforts
Fuel Procurement
• Transit Agencies will have to procure their own
CNG.
• Options include:
– Self purchase
– Procure through DGS
– Form Consortium (e.g., through PPTA, several agencies
together) for volume pricing
Transit Agency Coordination – Zoning Permits
• Transit Agencies will be responsible to secure
zoning permits:
– Confirm Whether there are Zoning issues
– Secure permits with assistance from Trillium CNG and
PennDOT.
– Will be supplied with information to pursue the zoning
permits.
– No need to hire any professional staff.
Transit Agency Coordination
 Regularly Scheduled Site Visits by GF team
 Regularly Scheduled Transit Agency Owner
meeting with GF team
 GF team assistance with gas utility coordination
 Change Order procedures
 One on One meetings to be scheduled with each
transit agency concerning site specific
improvements (CNG FS and/or facility
modifications)

 Confirm single point of contact to P3 team
 Team will be at PPTA for questions…
Near Term Actions
• Trillium CNG will be starting at Tier 1 Sites
– Initial site visit anticipated up to 3 hours long
– Determine if proposed fueling pad design and
maintenance modifications work
– Look for obstructions, not previously identified
– Talk about each agencies fueling pattern, general traffic
patterns around the site, maintenance, etc.
