Thailand asked Japan to establish a non-sect
temple to enshrine Buddha’s ashes.
⇒Japan had to establish a new temple.

The Japanese Buddhism Association set two
conditions for the establishment of the non-sect
temple:
(1) It must be located on a vast amount or large
area of land.
(2) There must be a large amount of funds or money
available for the construction.

The city of Nagoya met both conditions:
They found a necessary
amount of land and
came of with ample funds.
