In all Baltic countries peat extraction is regulated by law:
- Earth’s Crust Act (Estonia)
- Subsoil Use Law (Latvia)
- Underground Law (Lithuania)
According to law for peat extraction is needed a permit or license.
Permits are issued by:
- Ministry of the Environment (Estonia)
- Environmental, Geological and Meteorological Agency (Latvia)
- Government of the Lithuanian Republic (Lithuania)

PEAT PRODUCTION AND ITS REGULATION IN THE BALTIC STATES
In all Baltic countries the right to extract mineral recourses is
connected to right to use a land necessary for it. Land can be rented
from the private owner, local government or from state.
Permitting process is open for everybody whose interests
can be influenced by a decision to satisfy or deny the
application of permit.
The issuer of the extraction permit has the right to initiate an
evaluation of the environmental impact of the planned activity.

Before the extraction company must carry out a geological survey
and prove the recourses. In some cases it’s done by state.
No permits are issued to nature protection or NATURA 2000
or heritage protection areas, etc.
A resource tax has to be paid to state for peat extraction.
In Estonia, the Government of the Republic has established a quota for
the annual production of peat. Opening of new production areas will be
possible only after the exhaustion and putting in order of existing areas.
