E-government
• Many web GIS apps have been developed for e-government
1) Designed to provide information to the public in a timely and
cost-effective manner
2) Designed to allow for two way communications that serve to
make government more responsive to the public
3) Encompasses app that improve government operations and
enhanced decision support
1)Public Information Services
• U.S Geological Survey delivers near real time information on
natural disaster, including earthquakes, floods, hurricanes,
landslides, tsunamis, volcanoes, and wildfire.
• This information is used to keep the public informed as well as
to assist agencies responding to the events

• The National Weather Service publishes information on real
time weather conditions, as well as climate and weather
forecast, which are used by the public , the transportation and
shipping industries and emergency responders and others

• The US Environmental Protection Agency (EPA) via the My
Environment Website delivers information on local air and
water quality. The EPA uses GIS technology to incorporate
information from federal, state, and local government sources
as well as private companies. Visitors can search the site by
ZIP code or address
Local government applications
• Web maps are often used at the local government level to
deliver local information on zoning, property assessments,
crimes, underground pipe repairs, and street closures
• The City of Sacramento used GIS on its web sites to help
planning department staff answer public inquiries.
• The city website offered 3 kinds of maps: general, property, and
major crimes.
• General maps supplied furnished information on council
districts, neighborhood service area, and city services
• Property maps furnished information from the assessor’s office,
as well as zoning and the location of public schools, parks,
streets, and river
• Major crime map shows the locations of kidnappings, assaults,
thefts, burglaries and homocides
Local government applications
• The City of Greeley Colorado created rich, intuitive web app to
allow general public to quickly search for information
• The city’s ORIGIN Property Information Map was developed to
address the needs of the community development department,
the planning division and the general public
2) Two way interactive
communication
• Many governments have extended government reach from
merely disseminating information to collecting information
• At it most basic, this move consists of providing contact email for
a specific department or providing links to form that citizens
could download, print and return to agency
• Although the communication remained primarily unidirectional
interaction between government and citizens was possible
• As web technologies evolved, government sites also began
allowing visitors to post comments, make service requests, and
perform many online transaction including filing tax returns,
applying grants and filing building permit
• Public health threats
• WestNile.ca.gov coordinates the sharing of information across
state agencies and supports the collection of information from
private citizens by letting them report dead birds and squirrels
that might spread the virus
• Web GIS provides mechanism for directly involving citizens in govt processes
without requiring citizens to be physically present at meetings or hearings
• Citizens can submit their georeferenced opinions on land use by marking or
annotating maps available on government website
• Land use planning – US Forest service used the Eplanning app to allow the
public to mark up and annotate planning maps for Chugah National Forest in
Alaska and to submit georeferenced comments regarding forest service
proposal
• ePlanning fosters an approach to land use management that makes planning
information accessible to the public and request public comment during a
specified time period. The agency then evaluates and respond to these land
use comment
• Both govt staff and members of public can use Web GIS technology to read
agency document on current planning projects, view maps related to the
plans, and submit comments on issues such as recreation, wildlife and energy
• Transportation
• Different types of Web 2.0 apps can improve public
participation in resolving transportation issues by helping public
share information and participate in planning and administrates
tasks
• Wiki websites such as StreetsWiki – allow users to create new
pages and edit existing pages to discuss urban street-related
issues

• Examples of apps that help govt complete a specific tasks
• SeeClickFix – a crowdsourced problem identification app that
enables citizens to identify nonemergency issues such as a
potholes, describe them in detail (include photos) and place
them on a map so others can add information and to attract
attention from the responsible public agency to fix the problems
• Cyclopath – a crowd sourced recommendation app developed
by the University of Minnesota to allow users to rate the ‘bike
ability’ of roads and trails. This geowiki provides an editable
map where anyone can share notes about roads and trails,
enter tag about special location, and fix map problems such as
missing trails.
• All these examples of using Web GIS as a means to solicit public
input or VGI and to improve government response to health
issues, land-use planning and transportation management are
still pilot projects or research concept.
• The potential for using public input can be applied to many
topics of e-government application
Operation and Decision Support
• GIS technology has become an effective tool to keep govt
agencies to running smoothly
• Web GIS app can make current and accurate data available along
with powerful GIS tools through a simple user interface that does
not require a lot of GIS expertise
• With the use of Web GIS technology, government can use the
insights provided by placing information in geographic context to
engage in better decision making and improved operations
• Map based management dashboard
• JAXGIS – the GIS division in Jacksonville’s Information Technology
Department developed JAXGIS Map Board to enable the City of
Jacksonville and Durval County to monitor and manage
departmental operations and to provide related information to the
community
• The JAXGIS Map Board is a suite of Web GIS app used internally by
managers and a set of web sites accessed externally by public
• Allow managers to keep track of city operation
• When a citizen contacts the city to request a service or to make
complain, whether by phone email or online the incident is assigned
an issue number by the call center
• The call is routed to the appropriate department and is also
geocoded and added to the JAXGIS map board
A customized ArcIMS viewer, the JAXGIS Debris
Dashboard shows a map of the county divided into a
grid system and the location of debris collection
crews. Grid cells and collection crews are colorcoded to indicate current progress. Disposal site
locations are also shown along with capacity
statistics that allow managers to better plan debris
collection and disposal operations.

• Web GIS plays an integral role in administering federal lands
• The National Integrated Land System (NILS) provides a process to
collect, maintain, store and share parcel based land and survey
information that meets the common, shared business needs of
land title and land resource management
• NILS comprises 4 main components : survey management,
measurement management, parcel management and

• GeoCommunicator website disseminate NILS data and allow
agencies to search, access, and dynamically map data pertaining to
federal lands, land and mineral use record and public land survey
system

• The Pacific Disaster Centre (PDC) in Hawaii a federal information
processing facility that support emergency managers in the
Pacific and Indian oceans regions
• Use Web GIS to enhance collaboration in disaster responses
• The PDC use Web GIS app to provide COP (common operating
picture() to responding agencies for a region - Philippines,

Students soon become minutely concerned with what Turnitin’s percentage score means in its
report.
For Turnitin, zero percent means there is no overlap between a paper and any other. One
hundred percent means there is a total case of plagiarism.
I have found that the scores I prefer range between 20 and 35 percent.
Rather than plagiarism, these scores usually confirm that this is a robust research paper with
substantial use of quotations, footnotes, and bibliography.
It is these two things—footnotes and bibliography—which most inflate Turnitin’s score. A very
low score indicates a paper with few footnotes and references.
A very high score indicates a “cut and paste” job which, even if footnoted, is unacceptable to
me.
The highest score I have ever seen is 85 percent in a paper in which Turnitin flagged the entire
first two pages in red, indicating they came from other sources. Yet, the student had
footnoted those pages faithfully and persistently throughout. For me, this was less a case of
deliberate plagiarism than one of a student who had no idea how to write a research paper
and use sources properly.

• Therefore, the initial plagiarism percentage rating cannot be
used as a trustworthy indication of the degree of plagiarism.
Using an example from my course: one student posted a
paper that received an initial score of 64% plagiarized, but
upon inspecting the paper I saw the majority of the matches
came from properly quoted material and the references cited
section.
• After checking the accuracy of the citations and references, I
excluded them from the match and the paper returned a
score of two percent.
