 KERIS, National Assembly Library,
National library
Collect theses and digitalize them
 They hold full text thesis database on their servers
while some universities even don’t own their full-text
database
 Organize association which can manage full-text
database by universities’ own will
 Universities realize needs for digitalizing their
theses, managing the full text database on their
servers and sharing them with each other
Historical Background
Founded in April, 2003
 Started with 22 members which are national university
libraries
Academic libraries (University &
college libraries, research libraries, special
libraries, etc.) which are non-profit.
 160 academic libraries as of now
( April, 2006)
Mission & Goals
To share access rights to full-text
thesis database, not to exchange
full-text files
To use full-text database on the
member university’s campus
 For non-profit use

: struggling group for copyright revision

* regular members : which award degrees
* associate members : which don’t award
degrees
Activities
 2003.12.
- Develop full-text DB sharing system
* upload & download MARC files
* register campus IP so that members can access
all member’s full-text DB on their campus
- Collect MARC files from member libraries
* Member libraries should convert MARC files to
standard format for uploading
* Many libraries can’t convert it by themselves

-Develop meta search system for the
members who can’t convert MARC files to
standard format
 2005. 11.
-Educate librarians in member libraries
 Still collect MARC files while we provide
meta search system

Students hand in thesis to the library in
a book & a file format for preservation in
the library
Library asks students on a written form
whether they agree that library provides
their full- text thesis database to users.
If students don’t agree, library doesn’t
provide full-text thesis database to users
Problem to be solved
Students were not asked to agree on
library’s providing full-text thesis to
users before library stated DL project
With this reason, there are many
theses without student’s written
consent on library’s full-text service
Make an effort to let copyright to be
revised in a way that universities have
rights to provide full text thesis service
without student’s written consent
