Drug and alcohol services are provided in a “stand alone”
facility.

Staffing Requirements
Project / Facility Director Qualifications
A degree from an accredited college with a major in medicine,
chemical dependency, psychology, social work, counseling,
nursing (with a specialty in nursing/health administration,
nursing/counseling education or a clinical specialty in the
human services), public administration, business management or
other related field and experience in a human service agency,
preferably in a drug and alcohol setting, which includes
supervision of others, direct service and program planning.
Master’s Degree requires 2 years of experience
Bachelor’s Degree requires 3 years of experience
Associate’s Degree requires 4 years of experience
Clinical Supervisor Qualifications
A degree from an accredited college with a major in medicine, chemical
dependency, psychology, social work, counseling, nursing (with a clinical specialty in
administration or the human services) or other related field and clinical experience in
a health or human service agency which includes 1 year of working directly with the
chemically dependent.
Master’s Degree requires 2 years of clinical experience
Bachelor’s Degree requires 3 years of clinical experience
Associate’s Degree requires 4 years of clinical experience
or
Full certification as an addictions counselor by a statewide certification body which is
a member of a national certification body or certification by another state
government’s substance abuse counseling certification board and 3 years of clinical
experience in a health or human service agency which includes 1 year of working
directly with the chemically dependent person.
The individual shall also complete a Department approved core curriculum training
which includes a component on clinical supervision skills.
Counselor Qualifications
Current licensure in this Commonwealth as a physician.
A degree from an accredited college with a major in chemical dependency, psychology, social
work, counseling, nursing (with a clinical specialty in the human services) or other related field which
includes a practicum in a health or human service agency, preferably in a drug and alcohol
setting. If the practicum did not take place in a drug and alcohol setting, the individual’s written
training plan shall specifically address a plan to achieve counseling competency in chemical
dependency issues.
A Master’s Degree requires a practicum
A Bachelor’s Degree requires 1 year of clinical experience (a minimum of 1,820 hours)
An Associate’s Degree requires 2 years of clinical experience (a minimum of 3,640 hours)
Current licensure in this Commonwealth as a registered nurse and a degree from an accredited
school of nursing and 1 year of counseling experience (a minimum of 1,820 hours)
Full certification as an addictions counselor by a statewide certification body which is a member of
a National certification body or certification by another state government’s substance abuse
counseling certification board.
Counselor Assistant Qualifications
A person who does not meet the educational and experiential
qualifications for the position of counselor may be employed as a
counselor assistant if the requirements of at least one of the
following paragraphs are met.
A Master’s Degree in a human service area.
A Bachelor’s Degree in a human service area.
Licensure in this Commonwealth as a registered nurse.
An Associate’s Degree in a human service area.
A high school diploma or General Education Development
(GED) equivalent.
Staff Development Hours
Project / Facility Director = 12 clock hours
Clinical Supervisor = 12 clock hours
Counselor = 25 clock hours
Counselor Assistant
1st year of employment = 40 clock hours
Annually thereafter = 30 clock hours
General Training Requirements
Staff persons and volunteers shall receive a minimum of
6 hours of HIV/AIDS and at least 4 hours of tuberculosis,
sexually transmitted diseases and other health related
topics training using a Department approved curriculum.
Counselors and counselor assistants shall complete the
training within the first year of employment. All other staff shall
complete the training within the first 2 years of employment.
CPR certification and first aid training shall be provided
to a sufficient number of staff persons, so that at least
one person trained in these skills is onsite during the
project’s hours of operation.

Maximum Client/Staff and Client/Counselor Ratios
Inpatient nonhospital detoxification (residential detoxification):
There shall be one FTE primary care staff person available for every seven clients during
primary care hours.
There shall be a physician on call at all times.
Inpatient nonhospital treatment and rehabilitation (residential treatment
and rehabilitation):
Projects serving adult clients shall have one FTE counselor for every eight clients.
Projects serving adolescent clients shall have one FTE counselor for every six clients.
Inpatient hospital detoxification:
There shall be one FTE primary care staff person available for every five clients during
primary care hours.

specialty hospital):

(2) The permit holder’s name and address
(3) A description of the portion of the building, structure or facility covered by the
occupancy permit
(4) The name of the building code official who issued the occupancy permit
(5) The applicable construction code edition applicable to the occupancy permit
(6) The use and occupancy classification under Chapter 3 (Use and Occupancy
Classification) of the ‘‘International Building Code,’’ when designated.
(7) The type of construction defined in Chapter 6 (Types of Construction) of the
‘‘International Building Code,’’ when designated.
(8) Special stipulations and conditions relating to the permit and board of appeals’
decisions and variances for accessibility requirements granted by the Secretary.
(9) The date of the final inspection
