Alcohol and Drug Programs
Importance
 Alcohol and Drug abuse undermines combat readiness and is
incompatible with the maintenance of high standards of
performance and military discipline. It is a severe detriment
to Navy’s overall mission readiness.
How Drugs and Alcohol Affect the Units
Combat Readiness
 Alcohol and drug abuse by navy
members can:
 seriously damage their physical
and mental health
 jeopardize their safety
 jeopardize the safety of others
 lead to criminal prosecution and
separation from naval service
 Sailors need to be aware of these
consequences in order to ensure
that their unit is always ready.
How Drugs and Alcohol Affect you
 Drug and alcohol abuse is the
leading cause of death for people
between the ages of 15 and 24
 95% of all college campus violence
is related to alcohol
 28% of all college dropouts are
alcoholics and 40% of all college
students having academic problems
abuse alcohol
 Over 60% of all college women
who have contracted STDs were
intoxicated at the time they were
infected

Navy Policy on Alcohol
 Minimum age to consume alcohol is 21. In a host country the
minimum age to consume alcohol may be younger, but
Military members shall conform to the legal age set by the
United States.
How Drugs and Alcohol Affect Your
Ability to Commission
 The Navy policy on
drugs is Zero Tolerance.
If you are caught taking
illegal drugs you will be
let go from the Navy
 If you are found
responsible for an alcohol
incident you will have a
PRB and most likely be
let go from the Navy
Drug Testing
 You will be drug tested during
your entire lifetime in the
Navy including your time
spent in ROTC
 These tests are random and
will find if you have illegally
taken drugs
 Prescription drugs are tested
Standing Orders
 It is part of your unit’s standing
orders that you will not consume
alcohol under the age of 21 or do
drugs
 You will be punished to the full
extent if you are guilty of either
action for violating a direct order
 Double Jeopardy does not apply
 You will be charged by the school,
the military and civil authority
Dealing with Peer Pressure
 College towns are infamous for
drinking and partying
 You will be held to a higher
standard and will be expected to
completely follow the rules
 Just say “No”
 Do not expect sympathy if you
are caught
Dealing with Long Term Abuse of
Alcohol
 Alcohol dependence and alcohol
abuse are recognized as treatable
conditions
 Referral for treatment, when there is
no misconduct involved, regardless
of whether the referral was initiated
by the member or commanding
officer, should not be viewed as
detrimental when recommending
member for promotion, command
screen, or special assignment
 The Navy offers different programs
depending on location to deal with
these problems
Navy Policy on Drugs
 The Navy drug Policy is ZERO tolerance. Navy members
determined to be using, possessing, promoting,
manufacturing, or distributing drugs shall be disciplined as
appropriate and processed as required
 Mandatory processing, likely resulting in immediate
separation
Identifying a Drug User
 Sight- Eyes glazed and red
 Smell- Many drugs have a
distinct smell
 Sound- listen to a persons voice
to see if it is off from normal or
if there speech is slurred
 Actions- Many people have
completely different from
normal
 Stories won’t add up when
questioning the person
Conclusion
 Alcohol is illegal for anyone under the age of 21
 Drinking and driving is always illegal
 The Navy has a zero tolerance policy on drugs
 The Navy is extremely committed to delivering help to any
sailor or Marine who asks for it
