REFORMATION
At present the system of the Ministry is
under reforming. Chairman of the Ministry
identified the following main changes lines:









Optimization of personnel quantity;
Primary assessment of the militia should be
public opinion;
Cancellation of principle of good indexes;
Salary increase;
Increase of social protection of law
enforcement officers;
Reducing of corrupt elements;
Making adjustments to the system of
education;
Improvements of the image of law enforcement
officers: militia officer – people’s assistant;
Amendments to the legislation of Ukraine,
which regulates militia activity.

Learning, synthesis and spread of positive experience of
working with selection, placement, training and education of law
enforcement personnel
Organization and carrying out of service and physical training
of personnel, as well as initial training of persons accepted for
service in the police
Selection and training of police officers,
servicemen of internal troops for participation in the
international peacekeeping operations
Ensuring and monitoring the activities of service
of psychological insurance in the institutions and
departments of the Interior
Carrying out of preventive work and providing
methodological assistance to the Interior.
DEPARTMENT OF INTERNAL SECURITY
Protection of the Ministry of Interior and ensuring its
stable functioning
Organization and coordination of measures of
protection the officials of the Interior of obstruction of
carrying out their duties, as well as attacks on life, health,
housing and property of these persons and their close
relatives, in connection with official duties of these
officers
Detection, prevention and suppression of corruption,
criminal and other illegal acts that are in the process of
preparation or are committed by the officers of the
agencies and departments of the Interior.

MAIN DEPARTMENT ON COMBATING ORGANIZED CRIME
Detection and termination of activity of stable socially
dangerous organized groups and criminal organizations that
affect the socio-economic and criminal situation in the
regions and in the state
Fighting corruption and bribery in the areas of strategic
importance to the state economy, including senior officials,
the judiciary, law enforcement and supervisory authorities
Exposure and liquidation of criminal schemes aimed at
the legalization of proceeds obtained in the result of criminal
activities of organized groups and criminal organizations
Providing compensation of losses to the state, as well as
physical and legal persons caused by the activities of
organized groups and criminal organizations or by corrupted
acts.

CRIMINAL INVESTIGATION DEPARTMENT
Formulation and implementation of state policy in the sphere of
fighting against crime
 Organization and coordination of activities of criminal investigation
departments of the Ministry of Interior
 Organizational and methodological support of subordinated units for
prevention, suppression and solving crimes: first of all grave and
especially grave, which obtained public resonance, which were
committed with firearms or knives, explosives or which were committed
by a group of persons; serial crimes, and also to search for criminals,
missing persons and identification of unidentified corpses
 Development and implementation of measures to improve forms and
methods of criminal investigation units

other central executive authorities, institutions, public organizations, and
law enforcement authorities of foreign countries and international

DEPARTMENT ON COMBATING ILLEGAL DRUG TRAFFICKING
 Participation in the development and implementation of state policy
on combating illicit trafficking in narcotic drugs, psychotropic
substances, their analogues and precursors and their misuse
Monitoring in the sphere of illicit traffic in narcotic drugs,
psychotropic substances and precursors in the State with further
analysis and forecasting of the narcotic and criminogenic situation
Implementation of cooperation in matters of combating Drug Crimes
with the interested central executive bodies, scientific institutions,
public organizations, and law enforcement authorities of foreign
countries and international organizations
Providing of organization of operative work
of the Departments of the MIA in combating
drug crimes
Prevention and detection of crime on the
objects of legal drug trafficking, providing the
entities with the certificates of agreement of
their activity
Organization of operative-investigative and
other measures for detection drug dealers
Combating transnational drug crimes

Organization and execution of preventive activities on the prevention of negative phenomena among children

 in information and telecommunication technologies and intellectual

in payment systems and economic activities, including gambling;

special technology for secret obtaining of information;

Implementation analysis of economic crime, the factors
that determine it, weather crime situation
Analyzing the efficiency of means, operatively-search
records in the fight against crime, identifying key trends and
tactics, operational activities related to the detection of
crimes in the sphere of economic activity
 Working with sources of intelligence and operationalsearch case
 Participation in drafting international treaties on fighting crime and
ensuring within the powers of their execution
 Organization and implementation units DSSCEC, regional police
offices combating crime in the area of economic activity, providing
practical assistance in organizing the work of prevention and detection of
crime and in solving other business problems.
INTERPOL KYIV
Coordination of law enforcement bodies of Ukraine in the fight
against crime, which is transnational in nature or beyond the country
Interaction with the General Secretariat and relevant bodies of the
members of Interpol in the fight against crime
Information sharing between Ukrainian and foreign law enforcement
agencies during criminal proceedings in appropriate and search
operations for the purpose of carrying out the necessary checks and
search operations
International search for defendants and defendants who are fleeing
from law enforcement agencies to evade criminal responsibility, the
organization of their extradition to Ukraine
Searching for unknown missing persons, victims of human
trafficking, stolen vehicles, cultural property and antiques, the
identification
of
persons
and
unidentified
corpses,
etc.
Exchange of analytical and statistical information on crime
prevention and the organization of law enforcement.
CENTRAL INVESTIGATION DEPARTMENT
Organizational-methodical management activities of criminal
investigation in order to ensure a comprehensive, full and objective
investigation of crimes falling within the jurisdiction of the Internal
Affairs investigators
Implementation within the powers of control over the legality of
the activities of criminal investigation
Organization interaction investigative units of other departments
of the Interior, and, within certain limits, with other law enforcement
agencies of Ukraine and other foreign countries under international
treaties, agree to be bound by them given to the Parliament of
Ukraine
Making prevention work based materials investigate crimes using
the capabilities of state bodies, nongovernmental organizations,
labor groups and the media
Professional development staff investigative units of the Interior
Direct investigation of criminal cases
Organization of the international legal orders.

Legal weekly “In The Name Of The Law” – is the one
departmental magazine, which was established May 5,
1955
The magazine highlights life and activity of law
enforcement, raises sharp legal and social issues
Once a month Edition Office conducts “direct line” with
the leaders of the Ministry and its Departments which
are highlighted in the magazine
Weekly magazine on the regular basis initiates
contests «Your district officer», «Militia’s beauty», «Best
subscriber»
Under the auspices of the magazine regions are
spending “Days of the weekly “In The Name Of The
Law” whose purpose is familiarize general public not
only with the activity of the magazine but also law
enforcement
INTERNATIONAL RELATIONS DEPARTMENT
 Ensuring coordination with international organizations, as well
as executive agencies, institutions and organizations of foreign
countries, with governmental and nongovernmental organizations
on relevant issues of the MIA of Ukraine
 Providing strategic course of Ukraine towards European
integration (in the structure of the Department the European
integration division was created)
 Coordination of the Ministry of Internal Affairs liaison
officers to foreign states and international organizations and
organization of cooperation with law enforcement officers in
the foreign diplomatic missions in Ukraine
Preparation and development of interstate and
intergovernmental agreements on international competence of
MIA of Ukraine
 Presentational Protocol of the MIA of Ukraine, interpretation
during meetings of representatives of the Ministry with foreign
delegations
STATE RESEARCH FORENSIC CENTRE MIA of UKRAINE
Ministry’s Expert Service, headed by the National Center
provides 80 percent of examinations performed by all the forensic
expert institutions of Ukraine and which are appointed within
criminal investigations.
State Research Forensic Centre conducts a series of
examinations, including examination of intellectual property and
technology; examination of molecular genetic identification
(including DNA analysis), immunological, cytological examination
and examination of hair; financial and economic expertise
Yearly a nearly 700,000 examinations and investigations are
being conducted.
Auto technical, fire-tech, drugs expertise are selected in
separated areas.
Since 2002 the State Research Forensic Centre is a member of
the European network of forensic science institutions (ENFSI YEMKNU). Under the patronage of this authoritative international
organization and U.S. Department of Justice ​arrangements for
expert service’s laboratory accreditation with international
standard ISO \ IEC 17025 and implementing quality management
system are made.
