crimes started to decrease. Some attributed the decrease to legislation with
stiffer penalties, while others attribute the decrease to the legalization of
abortion which caused many of the would be felony not to be born.*

Even through violent crimes began to decrease stiffer penalties,
such as the 3 strikes drug possession law, and larger police
forces led to a steady increase in the prison population.

It seems that as violent crimes decrease as is the use of
capital punishment. The decline in the graph around the
early 21st century is a direct result of the decrease of
violent crimes in the mid-90 because inmates remain on
death row for about 8 years.
