Hemispheric Drug Strategy
• The High Level Group for updating Hemispheric Drug Strategy
completed the process, after carrying out 4 consultative
meetings that resulted in the development of 5 drafts and
finally in the document presented at the 47th Ordinary Session
of CICAD. Likewise, the General Assembly of the Organization of
American States at its fortieth regular session in Lima, Peru,
June 2010 resolved to endorse the strategy.
• Hemispheric Anti-Drug Strategy leads to the Hemispheric Drug
Strategy, which contains a semantic change that means a
profound conceptual change as can be seen in the highlights:
Hemispheric Drug Strategy
• Emphasis on the need to respect human rights in the implementation of
Public Policies on Drugs.
• Recognize that poverty and marginalization are elements of vulnerability
for the use and trafficking of drugs, and also recognized the need to
develop social inclusion policies as a way to mitigate these vulnerabilities.
• Includes the concept of gender in the formulation of public policies on this
issue.
• Highlights the importance of institutional strengthening for the
development of Public Policies on Drugs.
• Debate highlights the importance of national and hemispheric levels, to
promote the participation of the scientific community, policy makers and
the community.
• Expressly recognizes that drug dependency is a chronic, relapsing disease
with biological, psychological and social and as such should be treated in
the field of Public Health.
• Highlights the necessity and importance of Public Policies on Drugs, in all
its aspects, be based on scientific evidence.
Plan of action of the Hemispheric Drug Strategy
• In the 47 Regular Session of CICAD approved
the delegation of Mexico as General
Coordinator of the process of developing the
Action Plan.
• Also adopted the "Proposed methodology
and course of action for the construction of
the Plan of Action on Drug Strategy in the
Hemisphere."
Plan of action of the Hemispheric Drug Strategy
To facilitate dialogue in the HLG there will be a general coordinator and 5 subcoordinators by thematic area. Each of the sub-coordinators will work as facilitators of
the dialogue: integrating the proposals and actions received by the Member States
and identifying the agreeing and disagreeing elements. The general coordinator will
be responsible for the development of the proposals consolidated in different
thematic areas and will promote consensus among the Member States.

Building the initial proposal
• Update of the Draft presented before the HLG
of the Strategy, based on the Hemispheric
Drug Strategy.
• Preparation of an analysis based on the
application of a questionnaire, in which the
Member States express what they need and
can offer in terms of the actions required for
the implementation of the Hemispheric Drug
Strategy.
Building the initial proposal
Focal Points
• For the development of the Action Plan that
allows the implementation of the Hemispheric
Drug Strategy, a High Level Group (HLG) is
created with the participation of all Member
States of CICAD and 23 focal points have been
designated to represent them in the process
and as far as possible to act as a liaison among
the stakeholders in the Member States.
Dynamic of the Negotiation
• Virtual Forum: A secure virtual space was created to facilitate
this communication. The Group published all the different
proposals, support materials and promoted the interaction
among the focal points of each Member State, in this virtual
space.
• From the initial proposal, it is expected that the Member
States will present observations and recommendations, which
will be differentiated and separated by thematic area. The
coordinators will analyze the different proposals to
differentiate and reconcile them. In order to do this, they will
interact with those who have made proposals, through the
available virtual tools, particularly through the secure virtual
forum which will be created.
Dynamic of the Negotiation
• Through the platform we will receiving
proposals until October 31st.
• To finalize the electronic consultations a
reviewed version of the Action Plan proposal
will be developed and distributed to the
Member States in preparation for an
upcoming in person session.

• The HLG will meet in person from
November 8th to the 11th, in
Washington D.C.
