• Israel participates in global efforts to link the fight against
drugs to the issue of terrorism, crime and corruption.
• For the first time, Israel was accepted as a member of
the U.N. Commission on Narcotic Drugs (CND).
• Israel has agreements with several countries and
organizations involving close exchange of knowledge and
information.
• The United Nations’ 10-year plan devoted to countering
the world drug problem (1998 – 2008) and UN
Conventions are being applied.

BASED UPON THEIR OWN ADMISSION, APPROX. 350,000 PERSONS
USE DRUGS ON AN OCCASIONAL OR REGULAR BASIS
APPROX. 80,000 OF THESE ARE YOUTHS BETWEEN THE AGES OF
12-18 AND THEY CONSTITUTE APPROX. 10.5% OF THE COUNTRY’S
TOTAL POPULATION AT THIS AGE GROUP
THERE ARE APPROXIMATELY 20,000 ADDICTS. ALMOST 6,000
OF THESE ARE INVOLVED IN SOME SORT OF TREATMENT OR
REHABILITATION FACILITIES.
STUDENTS AND YOUTHS MAINLY USE MARIJUANA AND
ECSTASY OR DRUG SUBSTITUTES OF SOME KIND, SUCH AS
“TIPP-EX” OR CONTACT GLUE.

OBJECTIVE
To create a social climate which rejects the use of
drugs by initiating community action on national,
regional and local levels, focusing on prevention
and education, information, treatment,
rehabilitation and law enforcement.

Development and implementation of both selective and
universal drug preventive programs.
These programs aimed at creating a general atmosphere
that rejects drug abuse and at reducing it's extent.

Evaluation research of prevention programs with an emphasis
on their effectiveness.

School system. Implementation starts at kindergarten
and continues to the twelfth grade.
I.D.F. – training officers and soldiers with drug
preventive messages

4 Day care centers – new innovation.

Treatment programs within the community in 150
communities.
Run by the Ministry of Social Affairs. 4,000 registered patients.
Regional day care facilities ( 16) run by the Ministry of Social
Affairs, 2 run by the Ministry of Health. Capacity of 250
patients.
Detoxification units (5) run by the Ministry of Health.
Total 80 detox. Beds, of them 16 for youth. 1 Unit for Arab
speakers (20 beds).

Therapeutic communities ( 8) for long term intervention.
Total capacity 470 beds. One TC accepts mothers with
children, one for women only and one for youth (60 beds). One
for dual diagnosis.
Treatment with drug substitutes (methadone and subutex).
Serve 2,500 drug addicts.
Rehabilitation: Technological preparation courses and
complete education.
Youth treatment network.

Needles Exchange program – as a part of our harm reduction
project. Run by Ministry of health in Jerusalem and Tel-Aviv.

Parenthood Skills – program aimed at improve parenthood
skills among drug addicts families.

Human resources development is a key element in promoting
the fight against drug abuse.
It includes
The development of professional infrastructure.
Establishing unified standards for the various types of
training.
The development of training programs for different
expertise in the spheres of: prevention, treatment and
rehabilitation, law enforcement and community action.

There are three types of researches that IADA promote:
Epidemiological researches that serve in accumulating data
on the extent of drug abuse phenomenon both on the national
and local levels.
Evaluation researches aimed at examination of IADA's
activities.
Basic applied researches in the spheres of social and exact
sciences.
