• Human Rights –balance the adult’s right to
self-determination with the need to protect
the adult from harm
• Chaotic lifestyles-many individuals have
complex issues including mental
health/drug dependency, cyclical
behaviours, self harm
• Clarity about what we know and what we
believe

• Acceptance by agencies of chaos, addiction and
poor conditions as “lifestyle choice”
• For many there are barriers to accessing justice,
redress and support, so perpetrators face few
consequences

• Importance of early intervention
• Avoid duplication by clear communication and
actions
• Need to work across protection legislation
frameworks
• Requirement for appropriate refuge options
What have we learned?
• Person enabled to understand the process and
clear explanation of the choices open to them
• Effective and systemic change requires
leadership, commitment and stamina
