set up to accomplish a very specific
technical, scientific or managerial
task, in the framework of the
European Union’s “first pillar”.

The Commission will seek to offer further
participation possibilities, including observer
status for all enlargement countries in the
meeting of the management boards or expert
groups.
The EU could co-finance up to 90% of the
country contribution to a Community
programme or Agency in the first year of
participation through IPA. In the following
years, that contribution would decrease, in
percentage or in real amounts.
