DEA Chemical Program
DEA Chemical Program Mission
• Reduce the supply of illicit drugs and diverted
chemicals by disrupting and dismantling the
operations and financial infrastructures of
major trafficking organizations.
DEA Chemical Program Strategy
• To deny precursor chemicals - raw products
and chemicals – to drug trafficking
organizations and, at the same time, to ensure
an adequate supply for commercial licit
markets.
Listed Chemicals on 2 Lists
• List 1 chemicals are important in illegally
manufacturing a controlled substance.
– 29 chemicals including:
– Iodine, Methylamine, Ephedrine, Hydriodic acid,
Phenylpropanolamine, Red & White phosphorus
and Pseudoephedrine.

Listed Chemicals on 2 Lists
• List 2 chemicals are chemicals other than List
1 chemicals used in illegally manufacturing a
controlled substance.
– 11 chemicals including:
– Acetic anhydride, Acetone, Hydrochloric acid,
Methyl ethyl ketone, Potassium permanganate
and Toluene.

Iodine Exemption
• Only transactions involving iodine crystals are
covered.
• Iodine tinctures and formulations are
considered chemical mixtures, and at present
are not regulated as listed chemicals.
Hydrochloric Acid Exemption
• Dealings in HCl as regulated transactions are
excluded, in effect making it not subject to
regulation.
• However, anhydrous (gas) form – anhydrous
hydrogen chloride – is subject to controls,
except for: domestic distribution of the
chemical in a single container at 12,000 lbs or
more and domestic distribution by pipeline.
Threshold Amounts
• DEA has indicated threshold amounts for which
the regulations apply.
• Some chemicals have no threshold and are
regulated at any amount (white phosphorus)
• Others have high thresholds (Sulfuric acid, 50 gal)
Who needs to be DEA registered?
• An individual, corporation, or other person
who manufacturers, distributes, imports, or
exports a listed chemical above threshold
amounts.
Importing Listed Chemicals
• Principal Investigators need to be DEA
registered if importing/exporting listed
materials above threshold amounts.
• Attempts to import/export without DEA
registration may cost $$$ and loss of
materials.
Ordering Listed Chemicals
• Principal Investigators do NOT need to be
registered to order listed chemicals from a
domestic distributer.
• Suppliers (e.g. Sigma) will be registered and
may request a completed Authorized
Purchaser form.
End User Authorization Form
• Requires Authorization Signature of Contact
person (VP, Director, Manager, Chair, etc.)
should be the PI signature.
• EHS does not sign off on these forms, nor does
Procurement.
