•
• Foster efficient use of resources by the economy
Prevent or reduce negative impacts derived from waste
generation and its management
Resource Productivity (k€/t): 0,79 (2006) -> 0,98 (2020);
Waste generation/GDP (t/k€): 0,10 (2006) -> 0,082 (2020);
Recovery (except R1)/Waste generation (%): 50% -> 68% (2020)
Waste generated (average 2008-2012, index 100): 100 -> 82 (2020);
Waste eliminated (average 2008-2012, index 100): 100 ->41 (2020);
Air emission of CO2 eq derived from waste management activities (Mt):

Reduce MW generation by:
- Fostering eco-design practices and packaging
material reduction , reflecting these concerns in
the fee EPR management systems have to pay;
- Monitoring the fulfilment of
standard NP
EN13428 on packaging prevention;
- Applying the producer pays principle according
to the waste hierarchy;
- Promoting awareness initiatives focused on the
adoption of good environmental practices and
consumption patterns;
- Detecting and finding the best way to deal with
those waste streams with more impact on waste
management .
PPRU’s target:
by 2016, reduce 10% of municipal waste generated in 2007;
New target PERSU 2020:
by 2016: reduce 7,6% of MW generated in 2012;
by 2020: reduce 10% of MW generated in 2012.

WASTE PREVENTION – HORIZONTAL POLICY FRAMEWORK
VISION
“Foster
Compromise for
GREEN GROWTH
a green
economic growth in
Portugal with national
impact and
transnational
visibility…
•…enhancing green
economic
activities,….
…aiming the
efficient use of
resources and …
…contributing to
sustainability “
Optimize the use of resources with the
purpose of increasing productivity
(material
efficiency,
eco-design
practices, etc).
Focused on the promotion of activities
that contribute to environmental
protection, namely by reducing CO2
emissions,
promoting
renewable
energy generation, improving both air
and water quality and
protecting
biodiversity and ecosystems.
With
initiatives
that
promote
sustainable development in Portugal,
based
on
economy-environment
premises
that
foster
the
competitiveness of our country.
Relying on green economic activities
that contribute to a GDP increase and
job creation.

4. INCREASE MATERIAL’S PRODUCTIVITY
•From 1,14 €GDP/Kg material consumed in
2013, to 1,17 in 2020 and to 1,72 in 2030
(complying with the european target of a
30% growth until 2030)
5. INCREASE THE USE OF SECONDARY
RAW MATERIALS IN THE ECONOMY
•From 56% in 2012, to 68% in 2020 and

WASTE PREVENTION – LEGISLATIVE FRAMEWORK
Law n.º 82-D/2014 de 31 december, introduces amendments to previous
environmental taxation applied to the sectors of energy and emissions,
transportation, water, waste, urban planing, forests and biodiversity, introducing a
tax on lightweight plastic carrier bags (€ 0,08 per bag + VAT);
Ordinance n.º 286-B/2014 de 31 de dezembro, rules the contribution of
lightweight plastic carrier bags,
Ordinance n.º 57-B/2015, 27 february
Adopts a Specific Regulation “Sustainability and Efficient Use of Resources” that
includes in its Section 13 (articles 87 to 93), waste activities that can be co-financed
through the Cohesion Fund/pillar 3 of the Operational Programme for the Sustainability
and Efficiency on the Use of Resources – PO SEUR);
WASTE PREVENTION – PROGRESS AT NATIONAL LEVEL
PPRU
by 2016, reduce 10% of municipal waste generated in 2007
in 2013, the decrease on MW generation, was around 7% when
compared to 2007
REA 2014
Not clear whether this decrease in MW
generation was due to
prevention and/or to the economic crisis
Into force until the end of 2015 and possibly
monitored during the update/revision of PESGRI
WASTE PREVENTION – PRACTICAL EXAMPLES
WASTE PREVENTION – LIGHTWEIGHT CARRIER BAGS
WASTE PREVENTION – MENU “DOSE CERTA”
WASTE PREVENTION – LESSONS LEARNT
- NEED TO MAKE THE BRIDGE BETWEEN THOSE RESPONSIBLE FOR
POLICYMAKING ON WASTE PREVENTION AND THE ONES
RESPONSIBLE FOR ITS IMPLEMENTATION AND MONITORING
- NEED TO ACQUIRE MORE EXPERIENCE ON HOW TO SET PREVENTION
TARGETS THAT ARE FEASIBLE, RELIABLE AND EASY TO MONITOR BY USING
AN ADEQUATE SET OF PREVENTION INDICATORS
- NEED TO SHARE, AMONG MS, BEST PRACTICES AND SUCESSFUL
EXPERIENCES ON PREVENTION AS A MEANS TO ALIGN THE APROACHES
TO THIS TOP PRIORITY MANAGEMENT PRACTICE
