MOROCCAN SOLAR CLUSTER, AN INITIATIVE TO SUPPORT A COMPETITIVE
SOLAR INDUSTRY
Ambition to develop and support a strong and competitive solar
industry
Support of multi-sectorial institutions …
Solar Cluster
Developing national
competencies
Strengthening industrial
capacities
Objectives
Create a network of solar actors
... as well as international partners
Foster industrial companies competitiveness
Increase innovation capacities
Encourage competencies development of
industrials

GIZ APSM
GIZ APSM
Accompaniment of
the Moroccan Solar
Plan
Funded by the German
Ministry for Economic
development and
Cooperation (BMZ):
2011 – 2014 with a
volume of 3 million €
Partner: Moroccan
Agency for Solar
Agency (Masen) now
Moroccan Agency for
Sustainable Energy
Objective: Support
Morocco in realizing
aims of the Moroccan
Solar plan:
• Industrial
development in solar
technology
• Capacity Building as
key to sustainability
• Research and
Development (as key
to localization)

2871,5 USD (2015)
Before the Solar plan: more than 90% energy import and
subvention of LPG and fuel

STRATEGY
WHO IS THERE -> MARKET INTELLIGENCE
Problem: No existing database of companies interested in growing into the solar market
Solution: Information tour in Morocco
Action: Organization of solar events to find more companies, associations, institutions and internet research
Results: Creation of Data Base with important information on companies. Base for Cluster, e.g. business partnership
research
WHERE TO GO: IDENTIFICATION OF LOCAL MANUFACTURING
POTENTIAL FOR EXISTING PIPELINES
Problem: no or low level of knowledge on value chains to provide competitive offers in tendering procedures
Action: Analysis by teams of experts through site visits to identify and quantify potential along each step of the value chain
Approach: Participatory process with Industry Federations and Ministries
Result: Exhaustive and very detailed report on value chains PV and CSP and local manufacturing potential
WHERE TO GO: ANALYSIS OF REALIZED PROJECTS TO
LEARN FOR FUTURE PROJECTS
Problem: how to retain information from EPC on how to possibly increase local content
Objective: provide institutions with information concerning the whole realization of a mega-scale project
Action: analysis by teams of experts to exchange on good approaches and on possibilities to increase local content
Approach: closed process with EPC and team of experts as well as Masen/GIZ
Result: detailed report with improvement potential on local content creation along the value chain
WHERE TO GO: IDENTIFICATION OF OTHER OPPORTUNITIES
AND SWEET SPOTS
Problem: support cluster members to find other solar market opportunities
Action: updateable tool to quantify market potential and match it with available local production potential
Approach: participatory process with Cluster Members and Industry Federations
Result: evaluation of 18 solar value chains and their market potential and Excel based tool
Challenge: maintain stakeholders to be motivated and training to be able to follow up on results

IMPACT AND RESULTS
Positive impact on Moroccan industry
• 17 Moroccan companies have participated in the construction of OZZ power plant
• Transparency on industrial landscape
• Solar Cluster as network platform created
• First small joint projects in solar cluster
Positive impact on research quality:
• Strong increase in Scientific Papers published in well renowned solar conferenced (SolarPACES; EUPVSEC)
• Public Research institute with Call for Proposal created (IRESEN)
Next Steps:
• process in the beginning, still needs orientation and support (knowledge and tech transfer, quality
enhancement, HSE, …)

WHAT COULD BE DUPLICATED TO OTHER COUNTRIES:
SCALING UP
• INFORMATION: prepare & reinforce databases
• INCLUSIVENESS: participatory approach: Integrate your industry
• FLEXIBLE: solar nndustry is moving fast: be flexible & reactive in
your implementation approach
• USP: transform specificities in strengths: Morocco as a hub
towards Maghreb-> MENA-> Sub Sahara
• NETWORK: Play the role of network facilitator
• FAST: Act fast, create small victories
• RELIABILITY and CREDITBILITY: Follow up on
announcements!
Thank you for your attention
