Introduction
• In spite of its predominant economic weight in
developing countries, little is known about the informal
sector and informal employment
•
informal sector jobs represent between 30% and 70%
of total employment, while informal employment can
reach 80% to 90% of the occupied population,
depending on the countries
• The share of the informal sector in the GDP is probably
lower but still highly significant

Initiative from DIAL (F. Roubaud) was to propose to different
partners (NSI and international experts) the IENA’s project :
• Following Hanoi international conference "The Informal
Sector and Informal Employment: Statistical Measurement,
Economic Implications and Public Policies" in May 2010
• Project coordinated by DIAL (France) and CEPS-INSTEAD
(Luxembourg) with the participation of Insee (Cooperation)
• The project comprises two components:
 Development of a generic framework to integrate the informal
economy into the SNA
 Implementation of this framework and conduct of empirical
exercises in various developing countries
Plus a proposal for elaborating a methodology about satellite
account on Informal economy
