Recent (conflicting?) challenges
for social statistics:
•Go „Beyond GDP“
•Meet user needs on „new“ issues
•Reduce response burden
•Use more administrative statistics
•Mind the quality standards
-> more statistics on social issues are needed?
-> no: do „intelligent“ statistics

Selected types of merging statistics:
Ideal: merging on micro level (as usual in Nordic
countries)
Second best: merging on aggregated level
1. Adding up different populations
2. Adding information from one to another source (more
detailed information about the same population
extracted from other sources)
3. Calculating relations between different populations
4. Adjusting data of one source with the information of
another source

Various aspects of „quality“
15 main principles of the European „Code of Practice“:
•professional independence, mandate for data collection
•adequacy of resources, quality commitment
•statistical confidentiality, impartiality and objectivity
•sound methodology, appropriate statistical procedures
•non-excessive burden on respondents, accessibility and
clarity
•reliability, accuracy and relevance
•timeliness and punctuality, coherence and comparability
•cost effectiveness

Cooperation between administrative and
statistical authorities:
a MUST for all further activities:
1 Harmonize further administrative and statistical data
2 Extend right of statistical agencies to access and use
administrative data
substantially
3 Intensify cooperation between administrative and statistical
institutions
