Use of Administrative Data Sources
 Respondent fatigue affecting business surveys
 Small economies
 All establishments employing 50 or more are automatically on the
business surveys
 Annual national accounts
 Employment and Earnings
 Production statistics
 Producer price index
 STATIN therefore relies heavily on administrative data sources
Use of Administrative Data Sources
 Administrative data
◦ Financial statements filed with tax authorities
◦ GCT tax database
◦ Supervisory agencies
◦ Data from Ministries such as Ministry of Agriculture/
Commodity Boards
◦ Department of Mines
◦ Jamaica Tourist Board
Use of Administrative Data Sources
Financial statements filed with tax authorities
 All businesses operating in Jamaica are required to file annual
returns to Tax Administration Jamaica(TAJ)
 This takes the form of a financial statement including the
detailed schedules
 STATIN has had a relationship with TAJ for over thirty years
that allows STATIN access to the data
 STATIN staff are based at TAJ offices to extract data on
revenue, expenditure and fixed assets
Use of Administrative Data Sources
 Administrative data on main activity, foreign ownership, Tax
Registration Number (TRN)
 TRN can be used to link with the Business Register
 Information is used to supplement the annual national
accounts surveys, supply and use tables and tourism satellite
account
Use of Administrative Data Sources
General Consumption Tax (GCT) (VAT)database
 Received electronically on a monthly basis
 Each establishment is classified using JIC
 Each establishment has a TRN #
 Main source of data for quarterly GDP by product
 Estimation of gross output for annual national
accounts
 Assist in development of business register
 Monthly_GCT.xls
Use of Administrative Data Sources
 Future use of GCT database-
Monthly Retail survey
Monthly production volume index
 Challenges with GCT Database
o GCT data is collected 8 weeks after the reference period
(to meet quarterly GDP schedules) but significant data
gaps
o Classification of establishments in GCT database
 Work with TAJ to improve the classification
of the establishments
Use of Administrative Data Sources
Data from supervisory agencies
 Partner with agencies that perform supervisory
functions and use the data collected by those
agencies. Examples Bank of Jamaica –Commercial banks, building societies, credit
unions
 Financial Services Commission- investment companies,
security dealers and brokers, insurance companies, pension
funds
 Broadcasting Commission- radio and television stations, cable
companies
