INDICATOR PROBLEMS IN THE 3RD CSF





Plethora of indicators for measures and categories of
interventions with a small budget (not adherence to the principle
of proportionality).
Non-homogeneity of indicators across the Operational
Programs.
Use of non – calculable indicators or calculable after the passing
of some years.
Underestimation of the unit cost and as a result the
overestimation of the targets set (trend in the programs but also
due to the pressure of the Commission in the negotiations for
higher targets).
Terminology problems in the result and impact indicators.

To be representative of the specific objectives and
priorities that had been set, adhering at the same time
to the principle of proportionality.
To be measurable in the framework of the
programming period
To be feasible to achieve the target values with the
financial resources allocated to each priority through
the Operational Programs
To be able to from the basis for the monitoring and
evaluation of the NSRF and its Operational Programs


Percentage of women’s unemployment


Expenditures as percentage of GDP for active Employment

Percentage of the population at risk of proverty (following social
transfers)
Public expenditures for Education as a percentage of GDP
Percentage of general population aged 25-64 that participate in
life-long learning programs (formal, aformal and informal)
Percentage of the population aged 18-24 that has completed
only the mandatory education and is not in studies or training

PROBLEMS


Lack of data but mostly lack of methodology
of estimating and monitoring targets mostly in
result indicators.
The time lag between implementation of the
interventions and the results.

PROBLEMS (CONT’D)

The monitoring of the achievement of the targets set on some
indicators that are important and representative of the EC and
national policies, does not derive from the on-line feeding a
monitoring system but requires assessments or surveys or a
combination of the two. Examples of such indicators include:
• Percentage of Enterprises with the capability to receive
electronic orders
• Percentage of Enterprises with the capability to complete
electronic sales
• Percentage of Enterprises using public services fully available
on the internet
• Percentage of citizens using public services fully available on
the internet
• Percentage of NATURA 2000 areas under protection regime
according to Article 6 of the ΗΑBITAT Guideline

PROBLEMS (CONT’D)

The formulation of a single methodology and terminology
by the National coordinating Authority, the managing
authorities and the beneficiaries who are also responsible
for providing the system with the necessary data.
To deal with this potential problem the following were
undertaken:
• Forwarding to the Operational Programs of an extensive
indicators system along with a definition, method and
time of monitoring
• Filling in the indicator in the monitoring system by the
managing authority and checking the feasibility of the
target set by the beneficiary

PROBLEMS WITH CORE INDICATORS

Specific examples are :

Value in euro of the reduction of time of travel (the reduction
of time of travel is already used for major highways.

Reduction of green house effects gas emissions

Rehabilitation of areas

Number of new jobs created in research and technology
(The OP Competitiveness ands Entrepreneurship measures
equivalent years)

