Topic 5
Industrial miracle
Assigned Task:
Can Hong Kong be another industrial miracle?
What I learn from Topic 5…
– After studying the case in Japan in Topic 5,
you learn that the development of industry
does not necessarily depends on the
amount of raw materials and fuel an
economy has.
– Like Japan, it is a small country with limited
resource supply. It can develop its industry
successfully so that its economy is healthier
than the one of Hong Kong.
What Ms. Ng has related the issue to the
situation in Hong Kong…
• Some economists blamed that Hong Kong suffered
more from the Asian Financial Crisis since 1999 than
Japan because Hong Kong GDP mainly comes from
tertiary production. The economic development is not
balanced.
• Mr. Tsang published his first policy address on October,
2005. Through Closer Economic Partnership
Agreement (CEPA), secondary industry will be
encouraged in Hong Kong.
Assigned Task: A letter to Mr. Tsang
• Read the ‘Helping the economy power ahead’ in
the policy address. With reference to the factors
behinds the industrial miracle in Japan, write a
letter to Mr. Tsang, expressing your group’s
ideas about:
• whether secondary industry can be
developed in HKSAR again, and
• state THREE strong reasons for your point
of view.
Remarks:
• The letter should be about 300 words.
• The letter should be written in appropriate
format.
• The letter should be printed on a piece of A4
paper. Sign the letter (all the group members).
• Put down the group members’ name, class and
class no. on the back of the letter.
• Deadline: On/before 13 February, 2006 4 p.m.

Dear Mr. Tsang,
We are a group of secondary school students. We are writing to express our view of the industrial
development in Hong Kong. In our opinion, Hong Kong can / cannot be an industrial miracle
because of the following three reasons.
First, the geographical location of Hong Kong is suitable / not suitable for the industrial
development. Hong Kong is located …. So, Hong Kong can develop its industry with such an
advantage.
Second, …
Third, …
We hope …
Yours sincerely,
