1.3 The crisis has wiped out progress
• GDP growth: -4% in 2009, worst since the 1930s
•Industrial production: -20% with the crisis, back to the 1990s
•Unemployment levels:
– 23 million people
– 7 million more unemployed in 20 months
– expected to reach 10.3% in 2010 (back to 1990s level)
– youth unemployment over 21%
– EU27 in July 2010: 9.6% (Spain: 20.3%, UK: 7.8% in May, Greece:
11.0% in March, Cyprus: 7.1% -5.5% in July 2009)

1.5 Europe must react to avoid decline
• Our growth potential has been halved by the crisis: if we
do nothing, we will end the decade with very low economic
growth
• Ageing is accelerating: our working age population will be
reduced by about 2 million by 2020, and the number of 60+
is increasing twice as fast as before 2007
• Productivity levels are lagging behind: two-thirds of our
income gap with the US is due to lower productivity
1.6 We must learn the lessons
• Our economies are interdependent: up to 70% of car
components for each car produced in the EU come from
other Member States; overall, for 1000 euros of growth in a
Member State, around 200 euros goes to other Member
States via intra-EU trade
• In the crisis, the need for coordination became obvious; it
is even more crucial for our recovery: decisions taken in one
Member State impact the others
• The EU adds value: we should build on our strengths – the
internal market, the euro – and our leadership in the G20
1.7 From exit to lasting recovery
• The «exit» means the entry into a different
economy: we will not return to the situation before
the crisis
• We must face up long-term realities –
globalisation, pressure on resources, ageing,
technological trends – and tap our full potential
• 2020 starts now: our recovery efforts must pave
the way for sustainable growth and fiscal
consolidation

Five clear, measurable targets for 2020
•
75 % of the population aged 20-64 should be employed
•
3% of the EU's GDP should be invested in R&D
•
The "20/20/20" climate/energy targets should be met - reducing
greenhouse gas emissions by 20% compared to 1990 levels (could go up
to 30% if conditions are right); increasing the share of renewables in final
energy consumption to 20%; and moving towards a 20% increase in energy
efficiency.
•
The share of early school leavers should be under 10% and at least 40% of
the younger generation should have a tertiary degree.
•
20 million less people should be at risk of poverty
Work to achieve these targets will be channeled through seven
flagship initiatives:
I. Growth based on knowledge and innovation

Innovation Union - to improve framework conditions
and access to finance for research and innovation so
as to ensure that innovative ideas can be turned into
products and services that create growth and jobs

Youth on the move - to enhance the performance of
education systems and to facilitate the entry of young
people to the labour market
•
A digital agenda for Europe - to speed up the roll-out
of high-speed internet and reap the benefits of a digital
single market for households and firms

II. An inclusive high-employment society
“Inclusive Growth”
Flagship initiatives for Inclusive Growth
•
An agenda for new skills and jobs - to modernise
labour markets and empower people by developing
their of skills throughout the lifecycle with a view to
increase labour participation and better match labour
supply and demand, including through labour mobility.
•
European platform against poverty - to ensure
social and territorial cohesion such that the benefits of
growth and jobs are widely shared and people
experiencing poverty and social exclusion are enabled
to live in dignity and take an active part in society.
III. A sustainable and competitive economy
“Sustainable Growth”
Flagship initiatives for Sustainable Growth
•
Resource efficient Europe - to help decouple
economic growth from the use of resources, support
the shift towards a low carbon economy, increase the
use of renewable energy sources, modernise our
transport sector and promote energy efficiency
•
An industrial policy for the globalisation era - to
improve the business environment, notably for SMEs,
and to support the development of a strong and
sustainable industrial base able to compete globally
A greener and more secure energy supply
Plugging in neighboring countries to wind
power
• 150 M €: link Swedish, German and
Danish wind farms in Baltic Sea
• 86.5 M € for wind farms in the North Sea
• 131 M € for cross-border electricity
interconnection to link Sweden, Latvia
and Lithuania

3.1 Who does what
• Member States translate the EU goals into national
targets and implement the agreed reforms
• European Commission : propose flagship actions,
recommendations and policy warnings, monitor annually
• European Parliament : mobilises citizens, co-legislator
• European Council steers the process : ownership at
the highest political level, gives injunctions!
3.2 Who does what
• Council of Ministers (Ecofin and sectoral)
Stability and Growth Pact, Broad Economic Policy
Guidelines
• National, regional and local authorities will
contribute to national reform programmes and
implementation
• Stakeholders and civil society will be involved
in dialogue initiatives in a bid to bring policies
closer to citizens

4.1 Measures adopted during 1st half of 2010
• May 9, 2010: Creation of the European Financial
Stabilisation Mechanism, capable of mobilising
up to €750 billion in order to support countries
undergoing extraordinary difficulties
• May 19, 2010: Announcement of implementation
of the ambitious Digital Agenda for Europe, the
first of seven flagship initiatives.

• July 13, 2010:
- Creation of the European Systemic Risk Board
- Measures to strengthen Stability and Growth
Pact
- Scoreboard to assess competitiveness

from EU funds)
• 2nd half of July: Stress tests in the banking sector
