General objectives
a) Establishing systems, models and methods for
improving productivity and quality; creating an
environment and resources to enhance productivity
and quality of products for Vietnamese companies in
particular and economy in general.
b) Creating a breakthrough in productivity and
quality, competitive capacity of companies that
produce important goods and products of Vietnam.

Concrete objectives up to 2020:
Stage 2011 - 2015
• Developing national standards with over 4.000 national
standards, in which 45% of national standards are
compatible with international standards.
• Management by national technical standards for 100%
kind of products that threatening with environment
protection.
• Establishing network of test and measuring system
reaching international level to ensure mutual
recognition of measuring results.
• Developing productivity and quality movements in 40
provinces and cities;

Stage 2011 – 2015 (cont.)
• Developing experts, consultants on productivity and quality;
organizations and personnel professionally operate in
productivity quality areas in Ministries, industries and locals
and enterprises;
• 40.000 enterprises are instructed to apply technical advance,
technological innovation, systems, models, tools and
methods of productivity and quality improvement.
• 40% enterprises that produce main goods and products built
and implement projects of productivity and quality
improvement;
• Raising the contribution of TFP in GDP growth rate from 24%
up to 30% in 2015.

• Developing new national standards with over 2.000 national
standards, in which 60% of national standards are
compatible with international standards.
• 100% laboratories for main goods & products’ inspection and
test meet the international degree.
• 60.000 enterprises are instructed to apply technical advance,
technological innovation, systems, models, tools and
methods of productivity and quality improvement.
• Developing productivity and quality movements in all
provinces and cities
• 100% enterprises that produce main goods and products
built and implement projects of productivity and quality
improvement;
• Raising the contribution of TFP in GDP growth rate up to
