ISTAG Recommendations
Importance of Mobile/Wireless communications, build on
European leadership;
 At technological level: Integration fixed/mobile;
Broadband availability; Mobile/Wireless IP; Scaleability;
Embedded and distributed processes
 At Application/Service level: personalisation and service
access independence to environment (Home, work,
business, leisure, special needs)

 Advanced integrated infrastructures are required
+ Work should be focused
IST Programme
WP 2000 ACTION LINES FOR MOBILE
AND SATELLITE COMMUNICATIONS
• In line with ISTAG mandate
• Tentatively address low coverage area of call 1
• Promote integration and seamless service provision over a
range of different wireless access networks
• Include focused supporting technologies in the ‘system’AL’s
• Support longer term work through 4G investigations
• Include Take Up measures
• Open to non RTD supporting activities: clustering, studies,
standards...

WP 2000 ACTION LINES FOR MOBILE
AND SATELLITE COMMUNICATIONS
Third Call
AL IV.5.2 Terrestrial wireless systems and networks
AL: IV.5.3 Integrated satellite systems and services
Fourth Call
AL: IV.5.4: 4G system and network concepts for wireless
communications
Fifth Call
AL IV.5.1: Re-configurable radio systems & networks
AL: IV.5.5: Take-up Measures
IST Programme
WP 2000 ACTION LINES FOR MOBILE
AND SATELLITE COMMUNICATIONS
Action Lines in the 3rd Call should not be seen in isolation from
those called in subsequent calls:
Integration of various access technologies contributes to the
further longer term evolution towards 4G (4the Call) and to the
further evolution of software reconfigurable systems and
networks (call 5).
The subsequent calls should thus open the possibility to take
maximum advantage of the work put in place through the first
three calls.
IST Programme
AL IV.5.2 Terrestrial wireless
systems and networks
Wireless systems and networks in relation to:
• provision of interactive multimedia services for mobile terrestrial broadcasting, the
multimedia home platform, and broadband wireless access; Integration mobile broadcasting.
• evolution of UMTS phase 1 towards all IP networks
It includes
• seamless service provision and transparency across a multiplicity of radio accesses
•IP mobility issues with support of discrete and cellular mobility ; QoS management, radio
resource control mechanisms and protocols.
• optimisation of network performance in heterogeneous contexts with a variety of asymmetric
services (e.g. call admission policy, customisation of user environment) and multiple radio
environments,
• associated technologies for efficient dynamic spectrum usage/sharing,
• technological/system aspects for the roaming of location services exploiting terrestrial or
satellite location data.
IST Programme
AL: IV.5.3 Integrated satellite
systems and services
•Enhancement of legacy systems, with provision of interactivity
(Ku or Ka band), optimised caching architecture and competitive
delivery of IP services.
•Optimised (technical and economic) architectures for
interworking with terrestrial IP networks, integrated network
management and radio resource optimisation for S-UMTS and
broadband multimedia systems (Ku, Ka or V bands).
•Transparent connection of user equipment to alternative wireless
(satellite or not) accesses, re-configurable terminals for access to
multiple space segments and technologies allowing efficient
radio resource and spectrum usage
IST Programme
IV.5.4: 4G system and network
concepts for wireless coms.
Natural extension of 5.2, 5.3, includes:
• To investigate and develop advanced and innovative concepts
and technologies for self-aware, self-organising ad-hoc wireless
networks;
• To develop innovative air interface schemes allowing for
scalable wireless connectivity.
• To assess potential spectrum requirements and co-existence
issues, including the study of strategies and the development of
appropriate tools allowing a distributed flexible management of
the spectrum resources.
(CALL 4)
IST Programme
AL IV.5.1: Re-configurable radio
systems & networks
• Re-configurable system, architecture and network concepts
applied over a range of access platforms, and to a range of
interactive and distributive services.
• A Key goal: study of mechanisms for secure software
downloading and of open architectures enabling the
development and coexistence of applications operating over
integrated/heterogeneous networks.
•Impact on the network and service provision.
(Call 5)
IST Programme
IV.5.5: Take-up Measures
