allied, Joint Force, Multi-national participation.
 Dates : 29 March - 02 April 2005 (training)
04 April - 15 April 2005 (LIVEX)
 Aim : TD 05 will provide FR HRF (M) HQ
with the role and the responsibilities
of MCC in the preparation and
conduct of a generic UN mandated
operation under JFC direction in
accordance with NATO procedures.

 TDL Objectives
 To validate and to refine the French “MICO” cell concept
 To validate the operational use of J-Sat for the first time in France
 Main figures





Planning : 7 months, only 3 for the equipment issues
Preparation and delivery of 5 cells (3 onboard and 2 ground sites)
Interface 3 sites with a MIDS – type D shelter from French Army
On board ships : 10 000 meters of wire - 6 antennas HF or UHF
Coordinate about 60 people for all the sites
 Challenges
 Persuade war fighters of the benefit of such a TDL operation
 Provide units without previous TDL capability a complete information center
able to receive and transmit on Link 11, Link 16 and J-Sat
 Train operators from Army, Air force and Navy to use a new system
To manage for the war fighters the complete LDT issues

3. Network Management – L11 set up architecture
 Main causes of the Network Management issues
 No respect of the OPTASK LINK message
 IUs TDL limitations
 Interoperability issues
 The JICO support tools must provide solutions in order to
 Control in real time the application of OPTASK LINK by IUs
 Know the capabilities and limitations of all IUs
 To clearly identify the I/O issues between the participants and the way to
bypass the problem
 Multi Link Architecture (MLA)
 In parallel of these points, the MLA will move permanently
 This means that the MICO needs to have “free hands”
 To adapt and fix MLA
 To distribute roles, duties and functions IAW the moving scenarios

 Reduce the cost
 Operational people provide to the industrial
 The way the operations are conducted today
 An operational feedback on the tools
 The industrial provides to the operational people
 The way the system is working regarding the way it has been specified
 How technology can fix issues
 Having the industry on board the MICO Cell is a big help
 Who knows when the sea is very strong you can have what you want for
