Background
• Lack of awareness about IP in general,
especially among SMEs
• Common market is getting more and more intensive,
importance of IP is growing
• Lack of information about IP protection options,
especially about foreign procedures
• Existence of parallel systems of IP protection in Europe
• Lack of knowledge how foreign IP information may be
obtained

Objectives
•

Enhance and support the role of NPOs in raising of awareness
about IP
Provide
– general information on domestic, foreign, national, regional and
international IP-application and granting procedures
– and personalised services to SMEs (in their own language).
•
Improve the exchange of information, experience and concepts
among NPOs
•
Intensifying the co-operation between NPOs and European bodies,
such as IRCs, EuroInfo Centres and the IPR Helpdesk

Operations
• Pilot actions under FP 5
– IP Europe,
– IPRguide,
– LIIP
• “One-stop shop system” initiated by the Austrian Patent Office in
2001

Past activities
• Joint request of 23 European NPOs for support to DG Entreprise on
21 June 2004
• European Commission support assured
– Creation of a human network, financing of plenary meetings
– Support with development and hosting of a website and an Intranet
• Human network established in June 2005

VISION
Through the Network of National Patent Offices we will ensure that the
system of Intellectual Property Rights is recognised and adopted as one
of the key enablers for innovative businesses in Europe.
MISSION
Working with the Commission we will:
• Offer SMEs and the academic sector in Europe
a national “IPR one-stop shop” for IP related information and assistance
covering the national, European and international IPR fields.
• Share best practice between
members of the Network of National Patent Offices.
• Increase the value of services provided by
National Patent Offices to SMEs
• Enhance the role National Patent Offices play
in raising awareness of IPR.

Human network (1 contact point for each country) in
charge of providing the personalised services.
• All 25 NPOs within the European Union
• Collaboration of non-EU countries is a potential option
for the future

about the IP-system (patents, trademarks, design,
copyright, …).
• One part with specific information about each European
country.
