Preconditions to start the project of PBX equipment
modernization (coordinate telephony station)
(autumn, 2010)
• Coordinate automatic telephony station:
• Total ports – 5500,
• Subscriber ports - about 4200 ,
• Corporate subscribers (JINR) - about 3800 subscribers
• One of the oldest automatic telephony station in Dubna
• Moral and technological obsolescence of the equipment
• High expenses for service and operation
• Unable to realize modern communication functions and additional
services
• Technical issues of interconnection to other communication service
providers
• Sharply increased quantity of failures on the main cable lines to
subscribers
Main tasks for the first stage
 Impossible to disconnect subscribers from communication, even for 1
day (excepting failures)
 Absence of digital E1 interface with the upper operator (Rostelecom)
 Absence of digital interfaces in old PBX, no direct interfaces
 Any changes in coordinate station require to sold the wires – time
and labor-consuming works
Temporary solutions:
 Installation Е1-3CL (analog connection line) multiplexor units to get
an Е1 interfaces (60 in / 60 out slots)
Produced in 1974 coordinate PBX,
250 sq. m., ~8 kVa power

First stage results and solutions
 Construction the first stage of the digital automatic telephony station





(PBX), 1000 wired subscribers
New wire cross for 1000 subscribers is installed
Real time switching 1000 subscribers from analog to the digital PBX,
with less then 1 hour switch-off period
Additional equipment installation:
 SIP-GSM gateway to connect GSM networks (4 lines)
 IP-E1 Gateway
Construction an additional PBX on LHE zone for 400 (up to 800)
ports, using the optical communication line and multiplexers to
connect with master PBX. 8xЕ1 interface interconnections by V5.2
protocol realized.
During the summer of 2011, a new optical communication line from
JINR’s PBX-6 to PBX-217, for the transit access to Rostelecom
platform was built.
Digital local PBX station, as a part of PBX-216, based on LHE zone
Connected subscribers:
• today: 230
• by October, 1st: 400
• by the end of the year: 700 (all fixed numbers)
In June 2011, we have install the digital PBX “Eltex
MC240” (developed and produced in Russia)
 Stack-based PBX telephony platform, up to 10 000 ports
 The powerful switch for real time E1 streams operations (2х16 Е1)
 Integrated TM.IP unit, as a part of PBX, allows:
 Direct support SIP users
 SIP-gateways for 4-72-… subscribers
 Multiplexer units for E1 over FO interconnections
 SIP-GSM gateway
 IP-E1 gateway

What we can do now
 Main cable failures between “master PBX” and subscribers could be




solved by using “local PBX” devices, installed in buildings, over
IP/FO transport.
To reduce expenses for international calls using a pool of alternative
operators with lower prices
Direct interconnection with local operators, for traffic and expenses
optimization (an exchange of the local telephone traffic)
Subscriber management (billing, statistics)
Online monitoring: subscriber's ports, line condition diagnostic
Current status
 Pre-production digital PBX’s operation for on 1400 subscribers
 Preparing to switch 2000+ users from analog to digital platform
 Interconnection to the upper operator by E1 streams
 Successful experience of SIP-gateways installation in non



telephoned buildings (fixed 6xxxx numbers)
Interconnection between PBX-6 and PBX-217 by E1 int.
Interconnection to Moscow operator for 495/499 multichannel lines
Interconnection with GSM network (corporate MTS numbers)
Real solution for LHE zone of JINR, construction in progress
 Many obstacles and barriers from Regulatory Agency

Why not only SIP users in JINR without any wires?
SIP is better and easy to implement & manage
BUT:

JINR network not always allows to auto provision SIP phones

SIP phones are useless without power supply

Price: 80-150 USD for VoIP phone device

Why Skype? Use SIP!

Perspectives
 By the end of the year 2011, try to finish installation of 3000 numbers
as a whole
 By the end of the year 2012, construct the digital PBX on full capacity
– 5600 subscribers
 Try to suggest for international collaborations in JINR more cheaper
telephone services
 Using regular and VoIP solutions, provide the telephone services to
private clients, including JINR employees and the organizations in
the city of Dubna.
