Legal frame in law no. 200/1994 about surveing
Digital topographic model of the Czech Republic territory
Level of details matches the scale 1:10 000
„Spaghetti“ model (lines, centroids, + areas added in new platform)
Organized in three levels
8 categories of objects
122 object types
ca. 350+ attributes
2D planimetry component
and
3D altimetry component
(contours and elevation)
Content of ZABAGED ® in categories
Feature type categorization:
1. Build-up areas
2. Transport networks
3. Energy and product networks and
pipelines
4. Hydrography
5. Administrative units, including
enviromentaly protected areas.
6. Landcover
7. Terrain
8. Geodetic control
Object catalog of ZABAGED® is living
document, updated to describe current state
of distributed types

Fundamental technology upgrade of database maintenance and updating
platform

3 years updating cycle

Continuous updating of selected objects

New object classes (street names, address points)

Steps toward Integration (Geonames,……)
2009 Finishing the generating of all basic medium scale maps
derived from ZABAGED®
Information sources for updating ZABAGED
• Aerial imagery and orthofotos (geometry of most objects)
• External databases – cooperation with data creators
o Czech statistical office (CSÚ) : cooperation on improving and continuous
maintenance of adress points dataset, street names and lowest level
administrative units
o
Road and motorway directorate (ŘSD): cooperation on maintanance ofinformation
about road networks and related objects
o Central evidence of water bodies (CEVT), managed under Ministry of agriculture,
distributed to riverbasin directorates: pilot project with Elbe basin
o Transport research centre (CDV): information on raiload stations, basic railroad
network identifiers, airports.
o Forest Management institute (UHUL): Usage of their WMS service
o Agency for nature conservation and landscape protection of the CR (AOPK) :
provides nature preserves boundaries
o Czech office for surveying mapping and cadastre (COSMC): update of building in
testing. Cadastral boundaries, so far accessed just in WMS and „interpreted“ into
our data
• Internet (lists of schools, post offices, government offices)
• Field revision ( if everything else fails…)
Workflow of periodic updating
2) Terrain survey
3) Data updating
repeat in three years
1) Preparation phase
• change detection using various sources
4) Commiting changes to central base
5) Data presentation through:
“geoportal.cuzk.cz”

Geonames
• Geographical names are standardized by authority, which is
The Commision on Geographical Names of COSMC
• Commision cooperates with UNGEGN (United Nations
Group of Experts on Geographical Names) and participates
at Eurogeonames project
• Geonames is a database, tool used for registering the
standardized names as well as for easy access to the data.
• Principal scale for witch the names are standardized is
1:10000
History of standardization
• Work started at 1931, for map 1:75000
• Since 1958 work is done for 1:10000 base maps
• Up to the 1998 the information was maintained on paper
cards
• During period 1998-2005 information was verified and
stored in database
• 2005-2008 there was an updating cycle going on, which
coresponded to updating of ZABAGED and regional
topografic departments were involved.
• 2009 – integration step between ZABAGED and
Geonames, shift towards database of names of
geographical objects, from database of names for base
maps.
ZABAGED/Geonames integration
Geonames before:
• database of names on base map, so many instances of
one name, as was printed on base map sheets. ( larger
objects= many instances )
• Each name had its cartographic position and rotation
• Good for map production, not so good for web seamless
presentation .
Geonames after:
• Only single name for geographical object, with relation to
corresponding graphic elements in ZABAGED , where
aplicable, or relation to fictitious object created in geonames
• Position and rotation of text has to be derived by aplications
Future goals
•
•
•
•
Shift from periodic to continuous updating of ZABAGED
Even closer integration with Geonames
Integrating keys – links to thematic databases
Better accuracy through better reference orthoimagery,
laserscan „imagery“ and cadastral data
• Availability through web technologies
• Seamless at state borders ! (Inspired idea )
Thank you for your attention.
