Project Overview
Project Problem Statement
A lack of comprehensive implementation planning by both government and non-
government organizations require a “whole of society” approach to responses to
worldwide events; however, the lack of a trusted (PMESII) SME enterprise inhibits
practitioner's ability to create required multi-dimensional plans and analysis to improve
information sharing.
Project Vision
A virtual enterprise of Subject Matter Experts collaboratively networked by tools and
technologies to create a trusted relationship that assists government agencies and non-
government organizations to optimize planning, preparation and execution of their
missions.
A “champion” is needed to initiate a program so that the community can be optimized.
Envisioned JFCOM role:
Establish, kickoff, and transition the CoI to a non-military agency.

Uses of 3D Environments
• DoD and Academia Training Community using to make training
more interesting and valuable to target audiences. UF study shows
retention is improved in a 3D embedded environment.
• DoD Services using for recruiting, training, simulation, prototype
testing, and public communication (Coalition Island).
• NASA using for collaborative design and enhanced communication.
Also, trusted users can track satellites via shared displays.
• NATO using to improve collaboration between biannual meetings.
• NDU, ONR and NRL experimentation in using Virtual Worlds.
• US Center for Disease Control (CDC) using for education, group
collaboration, public communication and posting of notifications.
• National Oceanic and Atmospheric Administration (NOAA) using for
education and SME collaboration for atmospheric and oceanic
conditions.

• Cultural and Language Training Tool Expo Center for Irregular
Warfare.
• Virtual J5 Joint Operative Environment GeoDome.
• 300 avatar Virtual Theater, Operational Planning and Collaboration
Center.
• Hosted virtual links to workshops for Emergency Responders by
University of Toronto, Canada, and Social networking SME’s by
Carnegie Mellon University (CMU); Serious Gaming by NATO ACT.
• Interested parties for using VCE for future workshops include:
JFCOM J5, National Program for Small Unit Excellence, NATO ACT,
NATO SAS, and EUCOM J39.
• Virtual Office Center hosting offices of Perigean Technologies, and
Army Research Lab.

Virtual Collaboration Environment (VCE)
• Collaborative Portal that includes support Asynchronous
collaboration, communication, and activity and group awareness
includes but not limited to “Yellow pages Capability” network
relationship explorer. Invites to over 2000 people from 17 countries
and 400 organizations.
• VCE Transitioned to Army Research Lab’s 4 year Army Technology
Objective Program: Tactical Human Integration w/ Networked
Knowledge. A team of PhD’s from UVA, CMU, ARL, Univ of Ed, and
industry have events scheduled monthly focusing on how a Whole
of Society approach can help crises response initiated by a
bioterrorism incident through Feb 2010.
