Building New Jersey’s Blueprint
for Workforce Innovation and
Opportunity Act

WIOA
 Supersedes the Workforce Investment Act of 1998 and retains and
amends the Adult Education and Family Literacy Act, the WagnerPeyser Act, and the Rehabilitation Act of 1973.
 Identifies “core programs”:
 Adults, Dislocated Workers, and Youth formula programs and
Wagner-Peyser employment services administered by the
Employment and Training Administration; and
 Adult education and literacy programs and Vocational
Rehabilitation state grant programs that assist individuals with
disabilities in obtaining employment administered by ED.
 Also authorizes the Job Corps, YouthBuild, Indian and Native
Americans, and Migrant and Seasonal Farmworker programs, and
evaluation and research activities conducted by DOL.

Guidance to the System
• TEGL 12-14 was issued on October 28, 2014, on the
“Allowable Uses and Funding … for Workforce
Innovation and Opportunity Act (WIOA) Transitional
Activities”
• TEGL 19-14 was issued on February 19, 2015, by
Assistant Secretary Wu and discussed the “Vision for
the Workforce System and Initial Implementation of
WIOA.”

The Administrative Procedure Act
• ETA has been proactive in advising the system about
implementation of WIOA through guidance and technical
assistance.
• With a published proposed rule the Administrative
Procedures Act must be closely followed by all associated
federal staff.
• Notice and Comment process to promote fairness and
transparency
• Agencies must be careful about communications
received outside of the official process --- called ex parte
communications.
• Upon publication these rules apply to ETA.
