Reconstruction:
• The process by which the states that had
seceded were reorganized as part of the
Union after the Civil War.
Ten Percent Plan
*President Lincoln offered the Ten Percent Plan
for accepting the Southern states back into the
Union
*States could form a new govt. and adopt a new
constitution when ten percent of voters of a state
took an oath of loyalty to the Union
Lincoln encouraged southerners who supported
the Union take charge of the St. govt. punishing
south would serve no purpose and only delay
fixing the torn nation offered amnesty to all white
southerners.
A Rival Plan
*The Republicans wanted congress to control the
reconstruction policy, not the president.
*Radical Republicans favored a more extreme
approach to reconstruction
* Congress began to create their own plan
Wade-Davis Plan
*Offered a plan much harsher than Lincolns
*A majority of white males in a state had to swear
loyalty to the Union
* Only white males who swore they had never
taken up arms against the Union could vote for
delegates to this convention
*The convention had to adopt a new state
constitution
*Lincoln refused to sign the bill
The Freedmen's Bureau
*March 1865, Congress and the president
established a new government agency to help
former enslaved persons, or freedmen.
*The agency distributed food and clothing, and
also provided medical services that lowered the
death rate among freed men and women.
* It achieved one of its greatest successes in the
area of education. It established schools, staffed
mostly by teachers from the north.
