Offences, sanctions and points
• Number of points per offence risk-related,
but simple & clear
• Lifetime of points (currently 6 m.-5 a.)
• Number of offences in catalogue (AT: 13,
D:1.296)  should be all risky moving
traffic violations
• Withdrawal periods (1 m.-10 a.): not less
than 6 m. (deterrence)

• Novice drivers: tougher regime!

on behaviour and attitudes!

Enforcement methods and levels
• Perceived enforcement density of
rules/offences in point catalogue is crucial.
• Link awareness and enforcement campaigns
• Owner vs. driver liability: “nemo tenetur” as a
constitutional road safety problem
• X-border information exchange on offences /
points
• Link to insurance premiums! Information to
employers?

• Automated process; Court decision
only in case of criminal offences
• Transparency is key: costs, staff,
processes. Regular review!
• Impact on safety: poor evidence, apart
from initial effects
• Anti-cheating measures

2. Commission recommendation to adopt DPS,
based on BESTPOINT recommendations
3. Virtual national driving licences
4. Every MS to run a DPS including certain
offences; conversion table between MS
5. Long-term scenario: one DPS for all MS
including certain offences and points
