and learning?
Why SIPPS? Why Now?
Systematic Instruction in Phoneme
Awareness, Phonics, and Sight Words
SIPPS is a systematic decoding curriculum that helps
struggling readers develop reading fluency FAST.
SIPPS Program Development
• Developed by Dr. John Shefelbine,
—California State University, Sacramento
• Systematic Intervention
• Explicit Instruction

SIPPS Implementation
Key Points
•Begin with assessment, grouping, and placement of students, based on
the Placement Assessment. Differentiated instruction is the only way to
teach decoding.
•Groups usually average around 6 students, depending on the age and
behavioral needs.
•Once SIPPS lessons begin, teach students daily.
•A lesson requires approximately 30 minutes.
•Teach all the components in each lesson (i.e. not just focus on sight
words).
•Follow the teaching routines explicitly for each component.
Voices from Field
The Impact: Teaching & Learning
Reflecting on all that we have discussed today…
•Remember the questions that brought you here…
 Do your kids read with fluency?
 Can they decode?
 Do they know the joy of reading?
•Consider the possibilities for teaching and learning?
