• Emergency Management Cook Islands (EMCI) and
Climate Change
– Climate Change for Disaster Reduction merger with EMCI
under the Prime Minister Office.
– A Joint National Action Plan for Disaster Response
Management & Climate Change.
– Ongoing Development of a Joint National Policy & Legislation
for Disaster Management & Climate Change
• Disaster Emergency Trust fund appropriation by
Cabinet approved in May 2011
– Total of $NZ 264,000 for Enabling immediate response to
disasters. Expected 5 years interest at ($NZ42,048)
– Amendment to the DRM Act is required for Budgetary purposes
and Parliament appropriate approval.
– Generate new income streams and disaster response and
recovery

– Fixed Sirens for Rarotonga fully automated.
– Outer Islands fixed sirens remains on manual, yet to be
automated.
• Tsunami Evacuation Road Signs fully installed

• Red Cross Emergency Management Shelter and
Administration in full operation
• Pukapuka Island Cyclone Management Centre
(CMC) Completed
• Manihiki Island CMC Upgrade completed
• Ministry focal point and Community Disaster
