

o Secondary health care at block level
o Tertiary health care facilities at district level




Power

Connecting each habitation by all weather road by 2019
By 2030 - 2 lane roads will be doubled from 8606 Kms to 17000 Kms
Increase road density from 5.05 to 10 kms per 1000 population
Increase rail density from 18.40 kms to 27.5 kms per 1000 Kms
Connect all taluka headquarters by rail lines
Doubling of 1500 kms of economically crucial rail lines
Commissioning of high speed railways from Bangalore to Hospet,
Belgaum, Gulburga and Mysore to reduce train travel time by half
Providing international air connectivity within 150 kms from any
location within the state
Affordable public transport system to 75% of urban population.
Achieving a good public transport accessibility index (less than 500m)
in metropolitan cities.






Specialist and critical cadre at PHC/CHC/TH/ DH
NABH accreditation for all government hospitals
24X7 supply of free essential drugs/ blood and
diagnostics for the poor
Multipurpose ambulances with in radius of 5 kms
by 2023
E-patient management system with Aadhar linked
smart health cards both for tracking and data
analytics by 2019

Empowerment through education
 Every child with 12 years of quality education
anchored to economic needs at secondary level
 Focus on outcomes- Student Achievement
Tracking System with supplementary teaching
for students with weak achievements;
 Free access to knowledge by intensive use of
ICT.
 Free choice by effective use of RTE Act by 2023
 Gross Enrolment Ratio(GER) will be improved
from 25% to 60% in higher education by 2023

Modernizing Agriculture
 Target to invest 10% Agriculture GSDP Agriculture and 1%
for Agricultural Research, Mechanization, prudent use of
land-water.
 Diversify land use into Horticulture, Fisheries, Animal
Husbandry and Biotechnology from present 17% to 30%.
 Adopting climate resilient practices in agriculture and
allied sectors like dry-land farming, micro & drip
irrigation systems, promoting agri-, horti-, silvi- pastoral
systems farming systems for optimizing soil carbon
storage and promoting climate resilient indigenous
varieties.

Equal economic opportunity to all
 Focus on entrepreneurship, innovation, global
competencies and use of technology in Professional
and higher education .
 Deepening manufacturing and service base of the
economy with 80% of the employment provided by
these two sectors.
 To utilize these opportunities,
o Universalization of secondary education and
introduction of Skill Development Courses at Secondary
level.
o Setting up new skill based institutions; up-gradation of
existing institutions.
o Alignment of vocational curriculum in partnership with
Industry (PPP)

Effective disaster mitigation and management
 To respond within one hour to tackle natural disasters
 Create a centralized database for all natural and manmade
disasters by 2019
 Focus on water storage capacities of existing 36,000 lakes and
tanks for disaster risk mitigation by 2023
 Implement Karnataka climate change initiative by 2020
 To limit the increase in temperature to 2˚C, to reduce the
emission intensity of GDP by about 40% by 2030 from 2005
level and to enhance the capacities of vulnerable sections of the
State to adapt to climate change and its impacts.
 Increase forests & tree cover to 33% of area to maintain bio
diversity
 Creation of additional carbon sinks

 100% access to banking services by providing by 2019
o Brick and mortar Bank branches to all villages above
population of 2000 and
o Business Correspondents to those below 2000 population
with Rupay card enabled Micro ATMs capable of
performing inter-operable transactions
 ATMs in all Gram Panchayath within 500 mts to any
citizen
 All Government benefits through Aadhar enabled
integrated multi sector DBT with Karnataka Resident
Data Hub
