History and Context of Energy as
National Issue
• 1970 - COG’s involvement in energy conservation dates back
to the early 1970’s
– Recognized as model
– Local and private sector effort
• 1990 - Lack of Energy Conservation expressed as concern –
déjà vu
• 2001 - Energy Advisory Forum reactivated
• 2004 – Began process of developing Strategic Energy Plan
• 2006 – Strategic Energy Plan Adopted

CAO EAC and Local Government’s
Role
– Serve as forum for discussion of energy
issues
– Collect and analyze pertinent energy
data
– Monitor and periodically report to CAO’s
and COG Board on energy trends and
developments
– Recommend energy strategies for
consideration

The New Energy Era
• Rising global demand, tight global energy supplies, and high
global energy prices
• Effects of these changes on budgets of households, businesses
and governments
• Recent energy disruptions:
– Hurricane Isabel caused electricity outages
– Hurricanes Katrina and Rita interrupted the flow of fuels to the
region, and
– the Northeast Blackout of 2003 darkened the area
• Metropolitan Washington region must be powered by energy
efficiency and fueled by energy conservation

• The COG Region will adopt and

– that expand its variety of energy sources,
– that manage energy demand ensuring
continued overall economic growth but
lessening the effects of energy disruptions,
and
– that enhance environmental quality

Recommended Sub-Goals
• Collect data that will allow policymakers to monitor
the Region’s energy price, consumption, and
expenditure data for energy planning
• Diversify Region’s energy sources to include an
increased use of “green energy” and renewable
• Raise awareness of energy users so they make wise
energy choices by creating a “culture of
conservation”
• Develop policies and adopt practices that
significantly increase the energy efficiency of
vehicles, appliances and buildings

Energy Information System Focus

Initiative 1: Create working group among energy
suppliers (electric, gas, petroleum, and alternative
fuel experts) to develop criteria for a regional
system

how the Region is managing energy resources in
the New Energy Era

sector financing can be leveraged

that can be gained by taking full
advantage of the provisions in the law
