*Establishment of Integrated Waste Management
Solution:
-preparation of Waste Management Strategy
-preparation of technical documentation for regional
landfills
-construction of regional landfills and other supportive
facilities (for recycling, composting… )

*Transfer of good waste management practices
Solution:
-Strengthening inter-municipal cooperation and capacities
and knowledge on central and local level for waste
management
-Promote exchange and lessons learnt on waste
management projects
-Raise awareness on waste market economy possibilities
(promote possibilities for PPP)

Law Drafting
*Proceed with development of national sublegislation based on Environmental laws
Solution:
- Technical assistance for preparation of sub legislation in
horizontals and vertical environmental issues
- Training/capacity strengthening on preparation of
national legislation in accordance to EU requirements

*Institutional strengthening for preparation and
implementation of investment projects
Solution:
- Preparation of guidelines for project identification and
preparation
- Defining and capacity strengthening of most
appropriate institutional set up to support project
implementation
- Training for PRAG and FIDIC procedures

*Providing financial sources for environmental
investment projects
Solution:
- Development of National Environmental Investment
Strategy
- Preparation of project pipeline with approximately
calculated value of the projects
- Increase the level of domestic and international capital
environmental infrastructure investments

*Improvement of public participation in EIA process
Solution
- Strengthening of administrative capacities on local and
central level for implementation of EIA procedure (Law
on Environment)
- Introduce good practices for access to information and
EIA public participation

Climate Change
*Incorporation of climate change policy into other
relevant policies (energy, water, agriculture,
forestry, transport …)
Solution:
- Adoption of the Second National Communication on
Climate Change as a strategic national document
- Permanent source of financing from national
budget and through bilateral/multilateral agreements

*Supports the EU agenda on climate and energy
Solution:
-Attracting investments through Carbon market (CDM
projects)
-Preparation of relevant strategic document (Strategy on
Energy, Strategy of RES) as well as transposition and
implementation of relevant EU regulation
-Using opportunities under research programs financed
by EU

Cross-border Cooperation
*Identification of common priorities for cross
border cooperation
Solution:
- Organizing consultative process involving bordering
municipalities - previous guidelines can be prepared
*Integration and connection of environmental cross
border issues into/with other common sectoral
cross-border issues
Solution:
- Identification of cross-cutting issues – List of possible
cross cutting issues can be prepared as a supportive tool

*Involvement of bordering stakeholders
Solution:
- Identification of relevant stakeholders, supporting the
activities for public awareness raising targeted towards
local stakeholders
*Institutional set-up for project identification and
implementation
Solution:
- Preparation of guidelines for project identification,
using existing documents (ex. LEAPs) and defining the
most appropriate institutional set up to support project
implementation

• Enforcement of legislation trough strengthening
the local and central government
• Involvement of civil society in decision making
process trough creating partnerships
• Integration of environment into other sectoral
policies
• Increasing the level of environmental investments
• Cooperation and full membership in the EEA
