3-Track Financing
- Support ISDR to develop a coherent and coordinated approach to risk
reduction (Global/regional level) ( TRACK I)
- Assist natural disaster hotspot countries to mainstream disaster risks in
development strategies (TRACK II)

- Speedy and predictable financing for disaster recovery in low income
countries (TRACK III)

TRACK I
global and regional cooperation in risk reduction
- To enhance global and regional advocacy, partnerships and knowledge
management for mainstreaming hazard risk management in low and
middle-income countries at risk.

- To promote the standardization and harmonization of hazard risk
management tools, methodologies and practices.
World Bank contributes $ 5 million a year and this track is managed is ISDR Secretariat

Learning, research, and knowledge management for current and

Developing frameworks to catalyze investment in hazard prevention,

Any partner of ISDR system at country level can initiate a proposal for
mainstreaming,

Pipeline PRSPs/UNDAF/CASs/SEDPs are eligible
National governments request to develop a disaster reduction strategy
Proposals are routed thru WB Country Offices/Regional Coordinators for HRM(WB)
however proposal has to be endorsed by national governments

Proposal should be linked to an investment program in risk mitigation
•
GFDRR approves final selection of countries (if more countries request
than the resources permit)

– Albania, Bhutan, Burkina Faso, Cambodia, Dem. Rep. of Congo,
Dijbouti, Eritrea, Fiji, Kiribati, Kyrgyz Republic, Morocco, Marshall

Countries not listed here can also request assistance for formulating DRR
strategy or project preparation assistance for high priority disaster
mitigation projects.

Accelerated Disaster Recovery in Low
Income Countries
Standby Recovery Financing Facility to support low income
countries who

- have initiated disaster prevention investments,
- have limited fiscal space and
- may require additional resources for accelerated recovery
without having to reallocate earmarked development
resources for recovering from disasters when they do
occur.
