Vulnerability in the Caribbean
• Small island and low lying States
• Extreme weather events
• Fragile ecosystems
Effects of climate change already
being manifested
• Sea level rise
• Salt water intrusion
– Aquifers
– Salinization of crop lands
• Coral bleaching
• Pine bark beetle infestation
• Droughts
• Flooding
• Stronger hurricanes
• Temperature rise greater than global mean rise
Second commitment period of 5 years
– Enables upward adjustment of targets if inadequate
Ambitious target: 45% cut in emissions
Limit the carryover of AAUs from 1st commitment period
– Failure would make 2nd commitment period meaningless
Only allow Parties in 2nd commitment period to use flexibility
mechanisms: Joint Implementation, Emissions Trading and
CDM
Need for urgent international action !

• Most issues identified by Bali Action Plan addressed or
sent to other Subsidiary Bodies
Shared Vision: ADP
Mitigation: KP & ADP

Adaptation: Adaptation Platform

Therefore: AWG-LCA should be formally
concluded in Doha
• Avoid duplication of work of other bodies
• Avoid deliberation of which bodies should be
addressing issues
• Limited time and capacity to be spread over multiple
bodies

Continue process initiated in Bangkok
Two Workstreams meeting in two Working Groups
– Workstream 1: Vision for the 2015 Agreement
– Workstream 2: Workplan on Enhancing Mitigation Ambition
Do not renegotiate Convention!
Establish timelines including deliverables and stocktaking
Promotes continuity as co-chairs rotate
Honour Bonn agreement on composition of ADP Bureau
