Tackling Climate Change –
Challenge for Transnational Cooperation
 Reduction of CO2 emissions, renewable energies and energy efficiency have
entered the political agenda and are incorporated into transnational spatial
development
 EU strategy paper “An energy policy for Europe” (2007):
EU policy should encourage a “new industrial revolution” towards a highly
efficient and low carbon economy
The ambitious goal:
Reduction of greenhouse gases by at least 20% until 2020 to limit global
warming to 2 ° C (compared to 1990 levels)

1. Tackling Climate Change – challenge for transnational cooperation
Possible contributions of transnational co-operation
in spatial development are manifold:
 Resource management
trading schemes for greenhouse gases (internalising external costs), efficient use of resources,
management of CO2 sinks
 Joint strategies to cope with effects of climate change
Risk prevention, e.g. Transnational flood prevention measures in river catchment areas
 Joint efforts for reducing the dependence on imported hydrocarbons
Use of local / regional sources of energy
 Clustering
of innovative companies and research institutions in the field renewable energies and energy
efficiency; establishment of transnational networks
 Creation of employment in the renewable energy sector
promoting growth and competitiveness

Several CADSES projects were mainly or to some
extent involved in these topics, for example
through:
 Exchange of knowledge, expertise
 Establishment of transnational networks
 Small-scale investments and pilot actions
 Private-Public-Partnerships – e.g. between administrations, research
institutions and private companies

CADSES – A strong community promoting transnational
cooperation in Central and South East Europe
 19 countries
 133 projects with nearly 1,600 partners

How are these goals presented in the CADSES Programme?
 Topics of renewable energies, energy efficiency and climate change are mainly
covered in projects of Measure 4.1
 But to some extent also in projects of other Measures (e.g. 2.1 , 4.2 and 4.3)

Besides these examples various other projects,
address climate change and CO2 reduction
in their work, for example:
Projects dealing with risks connected with climate change
- river basin management / flood prevention
- measures against stormwater in case of heavy precipitation events
Efficient and sustainable transport solutions
- intermodal transport chains with emphasis on rail and waterways

CADSES area now split into two programming areas:

Climate and Renewable Energies in the
New Programming Period 2007 - 2013
 Topics in the new programming period reflect the growing relevance of
structural change in the energy sector and resource management
 In both programmes own areas of intervention are dedicated to
renewable energies and energy efficiency
CENTRAL EUROPE Programme:
 Area of intervention 3.3:
Supporting the use of renewable energy sources and increasing energy
efficiency
SOUTH EAST EUROPE Programme:
 Area of Intervention 2.4:
Promoting energy and resource efficiency

Conclusion
Pioneer work of projects in CADSES:
CADSES projects provided in many cases for the first time the opportunity
for transnational cooperation of project partners coming from Old and New
EU Member states as well as Accession and Neighbouring Countries.
Although not an own measure in the CADSES programme several projects
in CADSES address the topics of renewable energies, energy efficiency,
climate change and connected topics.
New funding period 2007 –2013:
Acknowledges the growing relevance of energy topics for transnational
cooperation in Central and South East Europe.
