Increase awareness and encourage discussion of behavior,
energy and climate change

Compile and summarize some of the key lessons from past

California’s Climate Response
• Improve technology design, commercialization, adoption and
appropriate, on-going use
• Make policies and programs more effective and less costly
• Encourage climate positive actions and decisions by individuals and
businesses
• Refine analytic models on which policies are based to better predict
policy impacts

Policy: Incorporating behavior into AB32 implementation, response to policy
approaches, effective and ineffective laws, regulation

changes, addressing constraints of current protocals

Policies/Models/Forecasts: Underlying assumptions need updating - most
energy use by individuals (and even businesses) is not primarily based on
“economically rational choice” and “payback analysis.”
