• Focus on disaster management preparedness
• Promote effective, whole-of-government
response to disasters, strengthening the
capabilities of the national disaster
management agency
• Work with lead government representatives to
ensure inclusion of all key stakeholders. In
particular, assist the Ministry of Defense and
the armed forces to define their role in support
of civilian ministries

• Define roles of different government stakeholders, gain
consensus, and establish standard operating procedures
• While the principles of the overall program have not changed,
the methodology has changed for 2015.
• Led by ECOWAS
• Governments invited to the Kofi Annan Center in Accra, Ghana,
• Experience to be tailored to the needs of each country with regard to a
standard capability package
• In-country follow-up assistance intended
• Concentrated engagement with Gov’t of Liberia, in parallel with program
in Accra, Ghana
• DPP will consult and coordinate with inter-agency partners to
help define the countries’ needs and coordinate the timing and
content of assistance

Program Approach
• Align with “U.S. Government Ebola Virus Disease
Preparedness Guidance/Strategy for At-Risk Countries”, led by
USAID
• Engage Economic Community of West African States
(ECOWAS) to promote regional coordination and cooperation
• Provide country specific modules at the Kofi Annan
International Peacekeeping Training Center in Accra, Ghana
• Provide additional in-country technical assistance and training
to Partner Nations
• Concentrated engagement with Liberia at KAIPTC and incountry

respond to all-hazards, including biologic
threats

Phase 3a: Research/Draft templates for preparedness planning
requirements across all PN government ministries and agencies
Dates: 1 April – 30 June 2015
Participants: AU, ECOWAS, CDHAM, USAFRICOM
Phase 3b: Ebola Preparedness and Response Plan Development and EOC
Capacity and Capability Building
Goal: Transition to African-led preparedness activities with technical assistance from the
USAFRICOM DPP teams
Dates: June – November 2015
Location: KAIPTC, Accra, Ghana
2-3 days/country for EOC capacity building; exact dates will be determined

Phase 3c: Research/Draft templates for preparedness planning
requirements across all Liberian government ministries and agencies
Goal: Preparedness and response plan baseline capability analysis after OUA with ECOWAS
Dates: ~April – June 2015
Phase 3d: Response Plan and EOC Capacity and Capability Building for
Liberia
Goal: Transition to Linerian-led preparedness activities to include plan refinement and EOC
capacity-building activities with technical assistance from the USAFRICOM DPP teams
Within Date Range: Mid June – September 2015
