SENDAI FRAMEWORK FOR
GLOBAL DISASTER RISK
REDUCTION: 2015-2030
March 18. 2015
Walter Hays, Global Alliance for
Disaster Reduction, Vienna,
Virginia, USA
MARCH 15, 2015: OVER 6,500
CONTRIBUTORS PARTICIPATED IN
THE SECOND WORLD
CONFERENCE ON DISASTER RISK
REDUCTION (WCDRR) CONVENED
IN SENDAI, JAPAN
NOTE: This Presentation is
Based on the Proceedings
of the WCDRR
DISASTER RISK is still----- the set of failures that occur when
1) recurring events (e.g., floods,
earthquakes, ...,) intersect at a point in
space and time, when and where 2) the
people and 3) communities (i.e., a set of
habitats, livelihoods, and social
constructs) are not prepared to respond
or “build back better.”
FACT: THE NEED FOR GLOBAL
DIASTER RISK REDUCTION IN 2015
IS GREATER THAN EVER
FACT: EXPOSURE OF PEOPLE
AND ASSETS IN ALL COUNTRIES
HAS INCREASED FASTER THAN
VULNERABILITY HAS
DECREASED, THUS GENERATING
NEW RISK
FACT: IMPACTS OF DISASTERS
OVER THE PAST TEN YEARS
• Over 700 thousand people lost
their lives, over 1.4 million were
injured, and approximately 23
million were made homeless
FACT: IMPACTS OF DISASTERS
OVER THE PAST TEN YEARS
• Overall, more than 1.5 billion
people were affected by
disasters in various ways, and
with women, children and
people in vulnerable situations
being disproportionately
affected.
FACT: IMPACTS OF DISASTERS
OVER THE PAST TEN YEARS
• 144 million people were
displaced by disasters between
2008 and 2012.
FACT: IMPACTS OF DISASTERS
OVER THE PAST TEN YEARS
• The total economic loss was
more than $1.3 trillion.
THE 2015 SENDAI
FRAMEWORK FOR ACTION
CALLS FOR FOUR GLOBAL
PRIORITIES
FOUR PRIORTIES
1) Understand Disaster Risk
PRIORITY ONE:UNDERSTAND
DISASTER RISK (Sendai, 2010)
FACT: GLOBAL UNDERSTANDING OF THE
DISASTER RISK IS DECREASING
•
•
•
•
•
IGNORANCE
FAILURE TO LEARN
APATHY
GAPS IN EDUCATION
LACK OF REALISTIC TRAINING
FACT: GLOBAL DISASTER RISK IS
INCREASING
• FLOODS
• SEVERE
WINDSTORMS
• EARTHQUAKES
• DROUGHTS
• VOLCANIC
ERUPTIONS
• ETC.
FOUR PRIORTIES
2) Strengthen Disaster Risk
Governance to Manage
Disaster Risk
THE GOAL: DISASTER RISK
MANAGEMENT
INNOVATIVE ACTIONS: CREATE, ADJUST,
AND REALIGN PROGRAMS, PARTNERS AND
PEOPLE UNTIL YOU HAVE CREATED THE
EFFECTIVE DISASTER RISK MANAGEMENT
A DISASTER
FAILURES IN POLICIES
•FLOODS
•SEVERE WIND

•EARTHQUAKES
…ETC

FOUR PRIORTIES
3) Invest in Disaster Risk
Reduction for Resilience
RESILIENCE ENHANCEMENT
Anticipatory Preparedness
Timely Adoption and Implementation of Modern
Engineering Building Codes & Standards
Timely Early Warning and Evacuation
Timely Emergency Response (including
Emergency Medical Services)
Timely Vulnerability Reduction
FOUR PRIORTIES
4) Invest in Disaster
Preparedness to Enhance
Response and “Build Back
Better” in Recovery,
Rehabilitation, and
Reconstruction
FACT: EVERY COMMUNITY CAN INVEST IN
DISASTER PREPAREDNESS
• GOVERNMENT
CENTERS
• DWELLINGS
• SCHOOLS
• HEALTH CARE
FACILITIES
• BUSINESSES
• INFRA-STRUCTURE
• PEOPLE
EVERY COMMUNITY WILL HAVE WEAK
LINKS TO FIX AFTER A DISASTER
