Overview of the
Clean Rivers Program

Program Goal and Objectives

Maintain and improve the quality of water within each river basin in
Texas through an ongoing partnership involving TCEQ, river authorities,
other agencies, regional entities, local governments, industry, and
citizens. The program's watershed management approach will identify
and evaluate water quality issues, establish priorities for corrective
action, work to implement those actions, and adapt to changing
priorities.
• 1. Provide Quality-Assured Data to the Commission for Use in
Water Quality Decision-Making
• 2. Identify and Evaluate Water Quality Issues
• 3. Promote Cooperative Watershed Planning
• 4. Inform and Engage Stakeholders
• 5. Maintain Efficient Use of Public Funds
• 6. Adapt Program to Emerging Water Quality Issues


Role of the Steering Committee and Stakeholders

Objective 4: Inform and Engage Stakeholders
• 1. Give stakeholders the opportunity to contribute their ideas and
concerns through steering committee meetings, public meetings, and/or
other forums
• 2. Participate in public information and education activities to increase
stakeholder involvement in the program and interest in water quality
issues
• 3. Communicate information on water quality issues to stakeholders so
that priorities may be set considering local, regional, state, and federal
needs
• 4. Support stakeholders, volunteers, and other programs in addressing
water quality issues
• 5. Provide information requested by interested parties and disseminate
information via the Internet


examining approaches that other states use to develop and implement
bacteria TMDLs;
recommending cost-effective and time-efficient methods for developing
TMDLs;
recommending effective approaches for developing implementation plans;
evaluating the variety of models and bacteria-source-tracking methods
available for developing TMDLs and implementation plans, and
recommending under what conditions certain methods are more appropriate;
developing a roadmap for further scientific research needed to reduce
uncertainty about how bacteria behave under different water conditions in
Texas.
