Transcript Day 2 – Workshop G

Biometrics and EM
Dr. Urs Hunkeler, CIO
Prof. Mike Nellis
10.12.2014
A Word about Victims
• We have a focus on offenders
• We should not forget the needs and rights of victims
• EM does not solve victim issues such as reparation
(Wiedergutmachung)
• Goal should be to:
– reduce future victims
– reduce impact on future victims
2
Principles of this Workshop
• I do not have answers
• EM is a tool. What do you want?
• Your participation is essential

Survey
Are you using a cell phone?
Then Google is already mining your GPS
location data!

EM - What are the Future Needs?
GPS
Alcohol
GSM
Temperature
Identity (biometrics)?
Drugs ?
Health ?
What other
measurements?
8
The Future of Reinsertion
• Focus on offenders who need help
• Detect problems before they occur
• Sensors to analyze behavior, patterns
Example:
• Offender not sleeping at night
• Nervous people, health: body temperature
9
Interactive Demo
Sleep period
Sleep quality
Sleep phases
All this information is
valuable, how can
you use it while
respecting the
offender's right to
privacy?
Stress level
10
Privacy Concerns
•
•
vs.
Better Reinsertion
Direct data measurements
–
Presence or absence at a given location
–
Location information
–
Alcohol
More information
Indirect measurements
–
Stress level
–
Behavioral changes
–
Possible to know pregnancy before the
mother herself !
–
Fitness / health
Provide assistance to
offenders when they
need it
11
Privacy – a Fuzzy Limit
•
Human rights (temporarily and partially suspended)
•
What level of privacy acceptable in what situation?
– Comparison with prison
•
Example: Alcohol bracelet: very strict delays vs random tests in prison
– Is this accepted?
•
Can we use aggregation to limit the amount of information?
•
What do you think?
12
Privacy – Possible Solutions
• Data storage, then only used in case of problems
• Aggregation (time, space, multiple offenders)
• Use of outside systems to do the analytics (anonymous data)
• The system recommends actions (contact offender) without giving
the details on how it came to this conclusion
• Other possible solutions?
13
Access to Information
• Who has access to which kinds of information?
• When?
• Where?
• How do you (want to) ensure compliance?
• What about external services?
– Mapping
– Other data processing
14
Medical applications
• Drugs injection
• Under what circumstances acceptable?
– When person has to authorize action?
• Comparison with incapacitating bracelet
15
Thank you
