Training, Capacity Building and Media Development: Real Analysis…
Seven stages: Excitement – Uncertainty – Searching for Validation –
Confirmation – Jokes, Profits and Platitudes - Action – Real Analysis…
“Real Analysis…What insights on geopolitics can one offer in 140
characters“ (from: 7 stages…)
Information, Knowledge, Wisdom…
“The problem to be solved in the twenty-first century is not how to move
information, not the engineering of information. We solved that problem long
ago. The problem is how to transform information into knowledge, and how to
transform knowledge into wisdom. If we solve this problem, all the rest will
take care of itself.“ Neill Postman, 1999

Training, Capacity Building and Media Development: The Wisdom Hierarchy
Data, information, knowledge, wisdom…
• Data: Obtain raw facts…
• Information: Give meaning to obtained data, processed to be understood:
provides answers to: “who“, “what“, “where“ and “when“…
• Knowledge: Analyze and synthesize, application of data and information,
answers „how“ questions“, offers context and understanding, shows
patterns…
• Wisdom: Evaluated understanding, what does this mean to me, to others,
for the future…about “why“… to allow for the proper use of data, information
and knowledge…it is about principals, moral, ethical…

Training, Capacity Building and Media Development: New learnings?
From data to information to knowledge to wisdom: What is the process
like? And: What is new about focussing on data, what is different, what is it
journalists and media organizations need to learn?
“Data-driven journalism is a workflow
1. Digging deep into (big) data (scrape, cleanse, structure)
2. Mining for „nuggets“ of information (filter)
3. Visualizing information in graphics or multimedia specials
4. Connecting classic storytelling with otherwise dry statistics
5. Creating media that has value for readers/users…“
Mirko Lorenz, DW, DATA-DRIVEN JOURNALISM, What is there to learn?,
Stanford 2010

Training, Capacity Building and Media Development: The Learning Hierarchy
Learning (in organizations) happens in three forms:
+ First order learning: Reactive, adaptive. Optimizing existing
processes, improving skills. Modifying action.
+ Second order learning: Reflective. Strategies, processes,
structures, and organizational culture are being re-thought and redesigned.
+ Third order learning: Learning how to learn and how to structure
the learning of an organization. Goal: The learning organization.

Training, Capacity Building and Media Development: Learning and Wisdom
Three forms of learning correspond with the wisdom hierarchy
+ First order learning is about skills and tools, it is about improving
performance, how to do things. It is data and information…
+ Second order learning is about (new) processes, workflows,
structures, it is about application and implementation. It is
understanding and increased knowledge…
+ Third order learning is about the organization itself, it is about
change and moving ahead, about continuous learning. It is the
wisdom of permanent change…

Training, Capacity Building and Media Development: How do Media learn?
Three forms of learning correspond with wisdom hierarchy and with the
three levels of interventions in media support
+ Training: Aims at the professional skills of individuals, its objective is
improved performance of the journalist, the manager, the engineer and hopes
for a trickle down to the rest of the staff…first order learning
+ Capacity Building: Aims at the capacity of the organization to find ways to
improve their programmes, their performance, their service – inclusive of
training as one effort in human resource development…second order
learning
+ Capacity Development: Aims at the self-understanding of the media
organization of being autonomous, sustainable and permanently ready for
change…making sense of their role in public and their service to
society…third order learning
