1. ASEAN should recognize the ultimate goal of Drug–
Free ASEAN by 2015 while non–ASEAN countries
may support ASEAN to achieve such goal

Effort to solve ATS and cannabis problems

Cooperation from non-ASEAN countries

Common vision with concrete goal

Review of strategies, way and mean to cope with changing
situation

Sharing knowledge, experiences, resources

Mutual political will and commitment

2. Capacity building activities should be
executed in needed countries so that they
have problem – solving capabilities.
3. Enhancing people’s participation in problem
solving, from drug monitoring, surveillance,
planning, implementing and monitoring and
evaluation, in order to create sustainability.

4. Demand reduction must be executed in
parallel with law enforcement.
Comprehensive measures should be
developed by market countries to prevent
people from drugs.
