 To be a successful 3rd class cadet, you must:
– Know and follow The Citadel’s “Rules of the Road” on
substance abuse and sexual conduct
– Set positive examples for the
knobs, who frequently choose
to follow the road YOU are on

State Law Answers
 The legal age for drinking alcohol is
21 years old
 DUI is defined as operating a vehicle
(boat, auto, bicycle, or motorcycle)
while under the influence of alcohol
 SC Law states that a person with a
Blood Alcohol Content (BAC) level over .08% is considered
legally intoxicated.
Possible results for offenders?
-- Fines, jail time, and loss of driver’s license
-- Increase in insurance rates or eligibility for
insurance dropped

THE CITADEL ALCOHOL
POLICY (1)
• No alcohol consumption or possession on Citadel property
• Barracks, campus, Hagood Stadium, College Park, Beach
House--REGARDLESS OF AGE
• Cadets 21 or older may drink off campus within the
confines of the law, and are expected to behave with honor
• Cadets may receive dismissal from the college for the
following offenses:
-alcohol use or possession on-campus, second offense
-alcohol use off-campus that discredits The Citadel
-DUI conviction

POLICY (2)
• Cadets may receive demerits, tours, and a mandated
alcohol abuse evaluation at the Counseling Center for
the following offenses:
-alcohol use or possession by a minor off-campus
-open alcohol container off- or on-campus
-alcohol related disturbance
• Cadets may receive demerits, tours, a mandated alcohol
abuse evaluation at the Counseling Center, and a
company transfer for:
-alcohol use or possession by a minor on-campus
-three or more Alcohol I offenses during cadet career

Citadel Policy -- Other Drugs
• Zero tolerance
– Illegal use, sale, possession or solicitation of drugs or
drug paraphernalia
• Synthetics like K2, Spice
• Hallucinogenic substances, such as Salvia divinorum,
– Policy applies to all cadets ANY TIME OR ANY PLACE
– Policy also applies to prescription drugs for which there is
no prescription. You cannot share your prescriptions with
anyone.
• Any of those offenses may result in
expulsion

Legal does not mean safe when
it comes to drugs
n SYNTHETIC THC: SPICE/K2/SPACE/etc. This is not a drug to
be taken lightly, users “are risking inducing psychosis, a mood disorder
– Could lead to serious and potentially long-term mental disorders.
• The patients experienced anxiety, depression, paranoia and hallucinations to
include seeing “ghosts” and hearing imaginary voices
– Unlike marijuana, synthetic chemicals in spice-type products are
more potent to the brain and other organs.
• They bind themselves more permanently to those receptors, at 200 times
the level of THC
• It’s not yet known how long these chemicals stay in the body or what
changes …happen to those cells, so it is difficult to know how they may
harm the brain and the rest of the body
• Chemicals in spice take longer to bind to those receptor cell
n It takes longer for a spice user to feel the high than a marijuana user.
n That causes more people to overdose on the substance
n They will end up using a lot more thinking they might need more to get high

Know Someone who Might Have
a Drug or Alcohol Problem?
Get help!
TREATMENT– Alcohol Abuse
– Treatment at the Counseling Center is confidential– ask for help
for yourself or another cadet before there are life-altering
consequences
– Goals of treatment for may include learning risk management
strategies and making more informed decisions, rather than
abstinence
– Focus may be on protecting people, both the cadet and others,
from harm that results from alcohol misuse

• Approximately 70% of sexual assaults among
college students involve alcohol/drug use
– Alcohol/drugs cloud judgment
– Alcohol can lead to misinterpreting someone’s behavior
– Alcohol and drug use is not a defense for inappropriate behavior

--Sexual Harassment-Sexual harassment:
– Includes unwelcome sexual advances, requests for sexual
favors, and other verbal or physical conduct of a sexual nature
– Is frequently a display of formal or informal power intended to
demean, embarrass, intimidate, or coerce a person
– Can occur between members of the same gender
In a nutshell, sexual harassment is:

The Law and Citadel Policy
--Sexual Assault-• Rape is:
• Sexual penetration (anal, oral, or vaginal), however slight
• Which is forced, manipulated, or coerced upon a person who
has not given affirmative consent and/or who is legally unable
to consent
• Sexual assault is:
• Rape and all other forms of unlawful sexual behavior and
contact which is not mutually agreed upon (or legally cannot
be agreed upon) by all persons involved. Examples:
unwanted touching on skin or through clothing
touching an intimate part of another person such as
genitals, buttocks, or breasts

• People can only consent to sex if they are:

Sober or straight enough to make reasonable decisions
Not mentally challenged
Free of mind-altering drugs
Not coerced physically or by someone in a
position of power or authority
• If these criteria are met, sex may occur if both people:
– Give consent during the ENTIRE encounter
• Unresponsiveness is NOT consent
• Pushing away is NOT consent
• If these criteria are not met, then sexual assault or rape
might have occurred

What can you do to stay safe
and help others?
Follow The Citadel, state, and federal rules and laws
Do not tolerate criminal behavior of others
Do not have sex with someone you do not know well
Do not have sex with someone who has been doing any drugs, including alcohol
Ask, ask, ask, ask, ask, ask, ask and listen, listen, listen, listen, listen, listen, listen
Look out for your fellow cadets – establish battle buddies
Don’t drink alcohol
Watch your drink (even water) when you are out
Be aware of your surroundings and take precautions
If you or another cadet believe you have been sexually assaulted or sexually harassed:
– Go to a safe place
– Report the situation as soon as possible to whomever you feel comfortable talking to about the incident
(in or outside the chain of command)
– The situation then needs to be reported to Ms. Shealy (CARE), who can provide complete information
regarding options for: medical treatment; counseling; other resources; academic accommodations;
seeking informal reporting; filing formal disciplinary charges; filing a report to law enforcement and/or
Public Safety
