• Determination as to whether individual should
get access to NSA classified info (Top Secret
Sensitive Compartmented Information TS/SCI)
• ICD 704 Personnel Security Standards – require
that nominees be U.S. citizens, who are stable,
trustworthy, reliable, of unquestioned loyalty,
etc.

• Following extensive fact gathering – investigation,
checks, polygraph, etc.), examine a sufficient

Age & maturity at time of conduct

Clearance Processing
• Each case judged on own merits – two
adjudicators at a minimum
• Doubt resolved in favor of national security
• Ultimate decision is common sense
determination based on careful evaluation
• If contractor is denied a clearance, must be
advised exactly why (in writing)
• Two level appeal process
